The President of Montenegro, Jakov Milatović, urged both state and local authorities, as well as political figures, to facilitate the completion of the ongoing electoral processes in the municipalities of Šavnik and Kotor. He emphasized the importance of refraining from actions that contradict the constitutional and legal framework of Montenegro.
“I want to highlight that the mandate of the Šavnik Municipal Council expired in June 2022, and the electoral process in Šavnik is currently ongoing and incomplete. Similarly, the electoral process in Kotor remains unresolved, despite nearly six months passing since the election,” Milatović stated on his X account.
He noted that without a fully operational electoral process, the rule of law cannot be secured, nor can Montenegro convincingly demonstrate to EU partners “that we are prepared to complete our European journey.”
“The right to vote and the essence of local self-governance are fundamental to the constitutional and democratic framework, and the persistent infringement of these rights, which we have regrettably observed recently, necessitates a prompt and systematic institutional response,” Milatović remarked.
