“Preokret Proposes Amendments to the Capital City’s Budget”

Preokret has put forward amendments to the Capital City budget, seeking increased funding for bike paths and staff training initiatives.

They proposed the allocation of an additional €100,000 for the development of bicycle lanes. Suggested routes include a bicycle lane from Block V to the City Quarter via the university campus, or establishing routes that link various neighborhoods to the city center with cycling infrastructure (Masline, Stari aerodrom, Zagorič, Donja and Gornja Gorica).

The construction of these bicycle corridors, they argue, is vital for fostering a new traffic culture.

“Podgorica faces significant traffic congestion, and to effectively address this in the long run, it’s essential to create conditions that encourage transportation modes beyond just motorized vehicles. Hence, the proposed construction of new bicycle corridors represents a crucial initial step not only towards enhancing traffic flow but also in fostering healthier living conditions for Podgorica’s residents. Therefore, I endorse the amendment outlined here,” the statement asserts.

Regarding the professional development of employees, Preokret is advocating for an allocation of €61,800 instead of the previously proposed €123,600.

“The ongoing neglect of human resource development has frequently led to gaps in competencies and insufficient knowledge advancement in numerous cases. Consequently, in tasks overseen by the Capital City administration, particularly those involving administrative functions and procedural knowledge, we frequently experience delays or failure to execute planned activities,” they explained.

“Just as we invest in physical infrastructure, we must also invest in our employees’ knowledge and skills to ensure that the services provided meet a higher standard. This would mitigate any ignorance regarding subject matters or procedural knowledge, address delays, and ultimately enhance our capabilities not only in routine operations but also in capital investment activities that rely on human resources—from procedural items to tender processes,” Preokret added.

They believe that adopting this amendment would initiate a more appropriate investment strategy in the development of human resources across city services, public institutions, and the overall local governmental framework within the capital.
