Scaffolding on Lamela C in Podgorica a danger to neighbors and passersby

Unsafe Scaffolding on Lamela C in Podgorica Poses Risks to Neighbors and Pedestrians

The recent strong winds posed a risk of toppling the scaffolding on the residential building known as Lamela C, located in the Zabjelo neighborhood of Podgorica, where all work has been halted.

The Ministry of Spatial Planning, Urbanism, and State Property (MDUP) informed “Vijesti” that they are “unable to take action regarding this issue.”

“Due to a decision by the Basic Court in Podgorica that prohibits the Ministry from executing demolition, providing assistance, entering the property illegally, or performing any other actions that could result in damage to prosecutors… Therefore, we recommend that you contact the relevant authority for occupational safety inspection,” stated the Ministry of Internal Affairs.

Miloš Maskovic, a member of the Capital City Assembly, expressed to “Vijesti” that “it is the responsibility of the relevant department and the investor ‘PS gradnja’ to guarantee the safety of all citizens.”

“We need to recognize that directly across from the contentious pier is a children’s playground where many of our youngest citizens spend their time daily. It is crucial for the MDUP to address the security concerns and find a solution that serves the best interests of the residents in that area,” Masković remarked.

The construction of the disputed building by “PS Gradnja,” referred to as Lamela C, commenced in 2017. In mid-January 2024, demolition began under the order from the then-responsible inspection department led by Janko Odović, but this intervention was halted the same day.

Subsequently, work resumed on parts of the contentious building, which was not contested by the apartment owners who wanted to finish the construction themselves and move in.

Following a breach of the building inspection seal, the Podgorica police also became involved with the disputed lamella. Since it is an unlawfully constructed structure, as previously indicated by the Ministry to “Vijesti,” they sought clarification on how the apartment owners of Lamela C were registered in the real estate cadastre.

At the beginning of last year, the Basic Court in Podgorica issued a temporary measure, prohibiting the state of Montenegro and “Zaštita prostora” from demolishing or making any alterations to Lamela C…
