Due to blocked institutions, Nikšić and Herceg Novi are in danger of a “Savnica scenario”

Nikšić and Herceg Novi Face ‘Savnica Scenario’ Risk Amidst Blocked Institutions

Minister of Public Administration Maraš Dukaj stated that both the Government and his department have made every effort to address the crisis in Šavnik. He warned that if unresolved, Nikšić and Herceg Novi might also encounter problems due to blocked institutions.

During a press conference, Dukaj elaborated that a year ago, they put forward specific solutions, but they lack the authority to address all systemic issues.

“A year ago, we appealed to the relevant parliamentary committee to implement crucial updates to the legislative framework. I urge them to openly state any wrongdoings on my part. I initiated changes to the electoral laws a year ago and noted that the parliament has not responded to our inquiries. This is merely the beginning of what we’ve planned, not only for Šavnik and Kotor but potentially also for Nikšić and Herceg Novi, as systemic institutions, like the Constitutional Court, are currently blocked,” he emphasized.

Dukaj further mentioned that the crisis in Šavnik could be resolved swiftly if politicians reached an agreement, asserting that both his department and the government have exhausted all possible measures.

“It is unconstitutional for every municipality to be formed under electoral laws if they were not elected during elections. The situation in Šavnik cannot be justified constitutionally,” stated Dukaj, reiterating that one institution cannot tackle everything.

When asked about the Albanian Forum’s announcement to review his tenure in the Government, he responded that the length of his ministerial role is not of concern to him; rather, he hopes to leave behind positive changes for the system, which will ultimately be decided by party bodies.
