Montenegro Issues 653 Temporary Residence Licenses for Digital Nomads

Montenegro has issued 653 temporary residence permits for digital nomads, according to data provided by Forbes Montenegro to the Ministry of Internal Affairs (MUP).

The influx of digital nomads to Montenegro has been made easier with the amendment to the Law on Foreigners that came into effect in August 2022, which allows for the issuance of Visa D specifically for digital nomads.

Under the Law on Foreigners, a digital nomad is defined as a foreigner who conducts work or is employed electronically by a foreign or domestic company not registered in Montenegro.

The Ministry of the Interior reported that from January 1 to December 31 of the previous year, 375 temporary residence permits were issued to digital nomads in accordance with Article 60a of the Law on Foreigners.

“From the start of 2025 until February 14, 28 temporary residence permits for digital nomads have been granted,” stated MUP representatives.

It is important to clarify that the Law on Foreigners regulates the conditions related to the entry, exit, movement, residence, and work of foreigners within Montenegro. To apply for a temporary residence permit as a digital nomad, foreigners must submit their application to the Ministry of the Interior after entering Montenegro and staying for up to 90 days, using the prescribed form for confirmation of their request.

Along with the application, applicants must provide evidence that they meet the requirements for the temporary residence permit, which includes:

  • Proof of sufficient funds for maintenance;
  • Proof of secured accommodation;
  • Proof of health insurance;
  • A valid travel document or personal identification card issued by a competent authority from another country, with at least three months of validity remaining for the intended residence or a stateless travel document, provided that there are no restrictions on entry or stay in Montenegro;
  • Confirmation that the applicant has not been sentenced to an unconditional prison term of more than six months for a criminal offense, and that the legal consequences of such a conviction have ended;
  • Supporting documentation proving the justification of the application for the permit.

As per the regulations regarding the conditions and procedures for issuing a temporary residence permit, proof of financial means is proven through evidence of monthly income in the year preceding the application year, which should not be less than three times the minimum wage in Montenegro. As of October last year, the minimum wage was set at 600 euros for employees with lower and secondary education, and 800 euros for those with higher education.

Article 60a of the Law on Foreigners allows for the issuance of a digital nomad’s permit to a foreigner, provided that they can demonstrate that they operate an electronic business or a private economic entity not registered in Montenegro.

“The temporary residence permit can be valid for up to two years and may be extended for a maximum of two additional years, with the possibility to issue a new permit after a six-month period following the expiration of the current temporary residence,” MUP representatives explained.
