Career Development and Guidance: Europass and Qualifications Enhancement
Aligned with the European Union’s strategic priorities in education, employment, and digital transformation, this project serves as a national initiative to enhance access to lifelong learning, career guidance, and qualification understanding through the development and implementation of European tools and standards.
The project brings together the efforts of national centres for Europass, Euroguidance, and the European Qualifications Framework (EQF), creating synergy among guidance policies, digital qualifications, and educational transparency. Supported by the University of Montenegro as the national host, the project aims to deliver functional and sustainable support for Montenegro’s lifelong learning system.
In alignment with the European Skills Agenda, the Action Plan of the European Pillar of Social Rights, and the EU Digital Education Plan, this project focuses on improving access to and utilization of European Digital Credentials for Learning (EDC), enhancing Career Services, and providing training for practitioners while boosting administrative capacities in counselling and guidance.
Significant focus will be placed on higher education, a priority area of educational policy in Montenegro. The project will support initiatives related to the development of learning outcome-based qualifications in higher education (specifically EQF levels 6, 7, and 8), integrating qualifications with digital tools, and promoting the Europass platform, especially among youth and students.
The following elements will be developed within the project:
• National guidelines for the application of EDC,
• Standardized formats for issuing digital qualifications,
• Training programs for career counsellors and educational practitioners,
• Promotional campaigns for EU tools,
• Internal mechanisms for evaluating and monitoring the execution of European recommendations.
Through the activities of the CGEQD centre, Montenegro will directly contribute to the European Commission’s objectives in learning mobility, mutual recognition of qualifications, and digital transparency. The project will also enhance institutional capacities for implementing reforms and improve citizens’ access to vital information for their educational and professional futures.
The CGEQD national unit, in collaboration with partners from the educational, economic, and civil sectors, will help create an inclusive and efficient system for lifelong guidance and digital recognition of qualifications. Active participation in relevant European networks will facilitate access to best practices and tools, thereby strengthening the reform processes and European integration of Montenegro’s education system.
