URA to Reintroduce Proposal for “Housing for All” Fund

The Secretary General of the Civic Movement URA, Mileta Radovanić, has announced that the party’s parliamentary group will once again submit the Law on the Formation of the “Housing for All” State Fund to the Parliament, in response to the “ongoing significant price increases in apartments.”

“Recent data indicates that apartment prices in Podgorica and along the coast continue to surge. In the capital, the average price per square meter for an apartment under construction exceeds 2,000 euros, while along the coast, it reaches up to 2,300 euros. After a prolonged delay detrimental to citizens’ interests, it is crucial for the state to intervene decisively in this area. Our proposal to establish a state fund, Housing for All, previously lacked the support of the parliamentary majority, so we will reintroduce this initiative to the parliament. Establishing a fund would provide a viable alternative to market conditions, allowing citizens to secure housing at prices significantly lower than current market rates,” Radovanić explained.

He highlighted that the current average price per square meter in Montenegro surpasses 2,100 euros, rendering the housing crisis nearly unmanageable for most citizens.

“Housing for all would empower citizens—particularly young people and vulnerable groups—to buy their first apartment at construction cost, approximately 900 euros per square meter. This important initiative aims to tackle critical life challenges faced by citizens. It should transcend party lines and political affiliations, and we urge all stakeholders in public life to offer their feedback and suggestions for implementation, as it is imperative that we systematically confront this escalating issue,” Radovanić stated.
