Tivat’s Local Government Honored by the Union of Municipalities

The Union of Municipalities of Montenegro (ZOCG) has recognized the Municipality of Tivat for its outstanding practice in fostering “Citizen participation in local decision-making” as part of the 2025 public call for best practices in local self-government.
The ZOCG praised Tivat’s initiative in this competitive category as a benchmark for effective collaboration between local authorities and citizens, leading to the successful restructuring of local communities.
At the citizens’ request, and with comprehensive support from Tivat’s local administration, the previously ineffective local community “Lastva – Seljanovo” underwent a reorganization that resulted in the establishment of two new, dynamic, and efficient local communities.
The ZOCG noted that the process was characterized by an inclusive approach, which involved public discussions, coordination among institutions, and open communication, thereby allowing citizens to actively shape the structure and operations of the new local communities. This practice “shows a commendable level of democratic culture and institutional maturity,” they added.
With increased opportunities for involvement, citizens embraced responsibility and became key partners in local governance. The new local communities instituted mechanisms that facilitate quicker resolutions of local challenges, promote greater participation, and strengthen the relationship between the community and municipal administration.
This methodology has notably enhanced the internal organization of local government.
Through interdepartmental collaboration, improved coordination, and the engagement of various municipal services, the reorganization led to more effective operations, bolstered trust in institutions, and inspired additional community initiatives. The Best Practices Selection Commission concluded that Tivat’s approach fulfills all essential criteria—success, applicability in other contexts, sustainability, and transparency—making it a transferable model suitable for other municipalities in Montenegro.
