Political Scientist Receives €1,650 from State for Protecting Mandić
As we await clarity on the identity and rationale behind To Danilo Mandic, nephew of parliamentary speaker Andrije Mandić, receiving the keys to the parliamentary jeep, the institution clarified that, for security reasons, a graduate political scientist, Mihailo Čađenović, has been contracted to work in the cabinet since January 2024.
Documentation obtained by “Vijesti” through freedom of information requests indicates that Čađenović’s role includes preparing analyses of security-related acts, conducting security analytics, and coordinating events for the Speaker of Parliament’s office, both domestically and internationally.
Based on the initial contracts and their annexes, his monthly salary varied between 850 euros and 1,650 euros, with an additional payment made in March this year for extra work responsibilities.
Previously a defendant in the “coup d’état” case, Čađenović, who served as a driver for the former Democratic Front (DF), originally received an 18-month sentence but was acquitted of charges in a retrial last summer concerning an alleged violent attempt to overthrow the government in October 2016.
“Vijesti” queried the Parliament about the employment and earnings of Danilo Mandić and Mihailo Čađenović, who have provided private security for Andrija Mandić over the years. However, the Parliament reiterated that Mandić has never been employed in any capacity by them.
“I wish to inform you that the Parliament of Montenegro has not employed Danilo Mandić in any capacity. Attached are the service contracts and contract reviews for Mihailo Čađenović,” responded the Legal Affairs Bureau, signed by the head, Ivana Ivanovic.
Čađenović began working in Parliament two months after Andrija Mandić became the head of the legislative chamber, focusing on cabinet security matters.
The rationale for the additional security in the parliamentary office remains unclear, especially considering that as the President of Parliament, he is designated as a protected person according to government directives on securing individuals, locations, and assets.
Contracts and Amendments
During the 18 months of his employment for security roles in the Speaker’s office, Čađenović entered into two service contracts along with six annexes, which considerably increased his remuneration during specific months.
When totaled, Čađenović received a gross payment of 15,385.34 euros, or a net of 13,556.32 euros, across these two contracts and several annexes.
The contracts were regularly amended, with six annexes added between October 2024 and April 2025, modifying compensation amounts and work responsibilities.
The initial service contract with Mihailo Čađenović was signed on January 6, 2024, between the Parliament of Montenegro, represented by the Secretary General Aleksandar Klaric. The terms stipulated that his employment would extend until December 31 of the previous year.
The client is required to ensure that Čađenović conducts work in line with provided instructions.
“The client will maintain oversight on work execution,” the contract specifies.
Per the first contract, the Parliament committed to a net salary of 1,006.32 euros from January 29 to February 2024, followed by a monthly payment of 850 euros from March 1 to December 31, 2024, along with required working conditions.
The first annex, signed on October 17, 2024, notably increased compensation for specific months of work.
This annex raised Čađenović’s salary to 1,350 euros for the period spanning April 1 to May 31 and for the months of July, September, and October 2024, backed by the Parliament’s commitment.
On November 18, 2024, another annex was signed, confirming a payment of 1,450 euros for that month, followed by a similar agreement in December.
On the second last day of 2025, Čađenović entered into a new service contract, securing a net salary of 850 euros for his role.
However, as in 2024, his compensation was again enhanced through annexes.
On January 17, the Assembly signed an annex to provide him 1,450 euros that month.
His highest salary in the Speaker’s office occurred in March of this year, amounting to a net of 1,650 euros, according to an annex dated March 1.
According to another annex from April 14, his salary for that month reached 1,650 euros as well.
In comparison, most MPs received salaries around a hundred euros more than those monthly payments awarded to Mihailo Čađenović.
Mandić in Custody, Investigation Ongoing
The Podgorica Higher State Prosecutor’s Office has implicated Danilo Mandić in attempted aggravated murder, alleging he wounded Darko Perović and Aris Turković in the city center on April 19.
He has been in custody since, with extensions granted multiple times.
On June 3 of this year, the State Prosecutor’s Office concluded that Mandić’s actions (35) did not fulfill the criteria for attempted aggravated murder.
They indicated that the collected evidence pointed toward criminal acts outside their jurisdiction, leading to the case’s forwarding to the Basic State Prosecutor’s Office in Podgorica.
Following the shooting in the city center, the Police Department revealed that Mandić used an official Assembly vehicle, a Range Rover jeep, to block the path of Perović and Turković before firing “several shots, resulting in injuries to their legs”…
The jeep in question was permanently seized and assigned for use by the State Property Administration in the Parliament of Montenegro the previous year.
