Parliament Resumes Today with Budget and Borrowing on the Agenda

The Assembly has announced that the ongoing session of the First Extraordinary Session of the Assembly in 2025 will take place today at 1 PM.

The first item on the agenda is the Draft Law on the Budget of Montenegro for 2025, followed by the Draft Decision regarding Montenegro’s Borrowing for the same year.

During yesterday’s meeting, the head of parliament, Andrija Mandić, decided to suspend several opposition MPs for the next 15 days of the session due to their recent failure to attend a legislative chamber meeting where a decision concerning this year’s state treasury was to be made.

The agenda also includes several significant bills: the Bill on Amendments to the Law on Budget and Fiscal Responsibility; the Bill on Consumer Credits; the Bill on Amendments to the Law on Tax Administration; the Bill on Amendments to the Law on Payment Transactions; the Bill on Voluntary Pension Funds; the Bill on Ratifying the Agreement between Montenegro and the Principality of Andorra concerning the Elimination of Double Taxation on Income Tax and the Prevention of Tax Evasion and Avoidance; the Bill on Ratifying the Agreement between Montenegro and Albania regarding Social Insurance; and the Bill on Amendments to the Law on Pension and Disability Insurance.

According to the Parliament’s website, the agenda further includes: the Bill on Amendments to the Law on the National Security Agency; the Bill on Amendments to the Law on State Property; the Bill on Amendments to the Law on Construction Products; the Bill on Ratifying the Agreement for the Establishment of the Western Balkans Cyber Capability Center (WB3C); and the Bill on Ratifying Amendments to the Multilateral Agreement among various countries, including the European Community and its Member States, regarding the Establishment of a European Common Aviation Area.

Members of Parliament will also evaluate the Bill on Ratifying the Agreement among the Council of Ministers of Bosnia and Herzegovina, the Governments of Bulgaria, Croatia, Hungary, North Macedonia, Montenegro, Serbia, Slovakia, and Slovenia about cooperation and coordination in search and rescue within civil aviation.
