The relevant authorities must summon and interrogate all directors of the National Security Agency (ANB) regarding any knowledge they may possess about the murdered editor-in-chief of “Dan,” Duško Jovanović, as well as information related to the murder itself.

This is one of the recommendations from the Commission for Monitoring Investigations into Attacks on Journalists.

“The competent prosecutor’s office should request, if it hasn’t already, all documentation related to the murder and the ongoing investigation, and immediately submit it for review to the appropriate prosecutor’s office,” states the Commission’s report covering the period from late March to early June this year.

The Commission further advised that the competent prosecutor’s office question former state and DPS official Duško Marković regarding his alleged threat to Duško Jovanović via mobile phone, stating that he would be killed by his bullet, and to suggest a polygraph test.

“Authorities need to verify all details, especially material evidence about Ljubiša Buha Čume’s movements in Montenegro and those connected to him from known criminal groups, which the ANB, police, and prosecutor’s office have documented, particularly regarding hotel use (notably the “Crna Gora” hotel at that time), transportation, financial transactions, and border crossings involving Ljubiša Buha and these individuals when they entered or left Montenegro, including police and customs stops…” the report recommends.

The Commission also urges the authorities to identify the three police officers who reportedly visited the Šćekić family after Inspector Slavoljub Šćekić’s murder, during which, according to his sister Slavica, a police document containing evidence about Jovanović’s killers went missing. They propose questioning these officers about the circumstances with an offer of a polygraph test.

“The Commission recommends that relevant authorities determine all officials involved in the investigation of Jovanović’s murder, particularly those who led the investigation process that is still ongoing… It reiterates its previous recommendations regarding DNA testing and the re-evaluation of all past DNA analyses in this case. The Commission highlights its lack of detailed information or documentation from the newly initiated prosecutorial inquiry into Jovanović’s murder, aside from general references to meetings, witness testimonies, and actions taken,” emphasized the report.

The Commission applauded the Ministry of Internal Affairs (MUP) for committing, upon their recommendation, to publicly announce a reward of one million euros for credible information that would effectively lead to identifying the perpetrators, accomplices, organizers, and/or instigators of Jovanović’s murder, which occurred on 27 May 2004.
