The MPs approved the motion, leading to the Parliament’s adoption of the Spatial Plan of Montenegro through 2040.

During this session, 50 MPs participated, with 42 voting in favor and eight opposing the plan. The dissenting votes were predominantly from the Democratic Party of Socialists (DPS).

DPS MP Mihailo Anđušić pointed out that the Environmental Protection Agency had mandated the Ministry of Spatial Planning, Urbanism and State Property to address the concerns raised in the strategic impact assessment report of the Spatial Plan.

“This indicates that the Ministry is required to revise the Spatial Plan to incorporate the feedback highlighting its deficiencies. It showcases that the plan was rushed, with MPs receiving only seven days to review a 500-page document that underwent significant modifications post-public debate,” he remarked, advocating for a postponement of the vote.

Parliament Speaker Andrija Mandić noted that the debate on this matter had concluded and that opinions would be voiced later. He emphasized that the Parliament predates the Government, the Ministry, and the Agency, asserting that they represent the people and have the right to voice their views.

Minister of Spatial Planning, Urbanism and State Property, Slaven Radunović, stated during the discussion that they are committed to adopting the Spatial Plan by the end of June, and that Montenegro could secure 2.3 million euros if the document is ratified by June 30.
