The Spatial Plan of Montenegro serves as the cornerstone for sustainable, inclusive, and balanced national development, as announced by the Ministry of Spatial Planning, Urbanism, and State Property.

Today, the Parliament approved the Spatial Plan of Montenegro for the period until 2040.

The Ministry stated that this comprehensive spatial planning document outlines long-term development frameworks, identifies spatial categories, and sets strategic priorities.

“It lays the groundwork for the sustainable, inclusive, and balanced progress of our nation,” the Ministry noted in a statement.

The Ministry emphasized that the Spatial Plan of Montenegro, regarded as a key strategic document second only to the Constitution, provides clear guidelines for all future investments and spatial endeavors.

“However, it does not dictate specific construction projects or designated locations—such decisions fall under the purview of municipalities, which make final urban and construction choices through their spatial and urban plans,” the Ministry added.

They highlighted that this approach preserves local government autonomy while ensuring adherence to national directives.

“We want to stress that the Spatial Plan operates independently of day-to-day political discussions and short-term interests. Its role is to guarantee consistency, stability, and responsible use of space over the next twenty years, irrespective of governmental changes,” the Ministry stated.

As mentioned, a team of seasoned experts, led by plan development head Svetlana Jovanović, crafted the plan according to the highest professional standards, despite the frequent governmental shifts over the past five years, based on comprehensive analyses and consultations.

The Ministry affirmed its full support for this strategic document and its commitment to ensuring its consistent application.

“We urge local governments to align their planning documents promptly, construction investors to adhere to state guidelines, and citizens along with the professional community to actively engage in the monitoring and execution of project activities,” the statement concluded.
