They Rely on a Truck to Reach Their Apartments

For nearly two weeks, residents of a building in Bečići have been unable to access their homes due to a large truck parked at the entrance, obstructing passage.
This truck belongs to a subcontractor who is demanding a significant payment from the investor, along with the transfer of ownership of several apartments, alleging it is a debt. He claims the truck will remain until this payment is made.
This information was provided in a report to the Bar police, which was communicated to their colleagues in Budva by the director and owner of a construction firm developing a complex in the area. She took over the management of the company just over a month ago following her husband’s passing.
According to the application obtained by “Vijesti,” her late husband entered into a contract with the company owner in 2023 to construct a residential complex comprising three buildings near the former “Naftagas” hotel in Bečići.
The subcontractor is facing accusations of overstepping by taking matters into his own hands, rather than allowing for a thorough review of the company’s financial records and establishing the exact debts owed to contractors and other parties involved in the project.
One building has been fully constructed and occupied for some time, while the disputed building received its completion at the end of last year, with tenants having partially moved in. Construction on the third building is currently in progress, according to “Vijesti.”
“The contract stipulated all payment terms, but as a wife, I wasn’t fully aware of the details. The building was finished at the end of 2024, when tenants began moving in. After my husband’s death last month, I took over the business responsibilities and related obligations for this property. Following my husband’s passing, the company owner repeatedly called me demanding payment for the debts specified in the contract. I told him I would settle all debts post-audit to determine the actual situation,” she explained to the Bar Police Department.
She claimed that despite this, the owner insisted on immediate payment, which she declined.
“On July 3rd, I was informed by other subcontractors and the tenants that a truck was blocking the entrance, preventing them from accessing the building. Upon receiving pictures, I confirmed it was the truck belonging to the aforementioned company, and the owner had deliberately parked it to obstruct access until I paid him. I called him, and he expressed frustration at the delays, stating he would only move the truck if I provided an exact date for payment or made a substantial immediate payment. I explained I couldn’t give a precise date and promised that payment would follow soon after the audit’s completion. A day or two later, I reached out again requesting the necessary documentation to expedite the audit, but to this day, he has not responded, and the truck remains blocking the entrance,” she stated.
She requested police intervention to compel the company owner to remove the truck to allow residents to access their homes and to resolve the matter in court.
Meanwhile, residents express their frustration over the truck still being parked outside the entrance. They have contacted relevant authorities, but so far, they report no action has been taken.
This blockage poses serious impediments for emergency vehicles, such as fire trucks or ambulances, making access nearly impossible and potentially endangering lives in case of emergencies.
