Citizens Offered Opportunity to Legalize Existing Illegal Structures, Strict Ban on New Illegal Constructions

Citizens will have the opportunity to legitimize their unpermitted structures; however, a strict zero-tolerance policy will be enforced for any new illegal constructions, as announced by the Ministry of Spatial Planning, Urbanism and State Property.
The ministry reminded that the Law on the Legalization of Illegal Buildings was established during the latest government session.
“This signifies the start of a new chapter in this area of the Ministry’s operations: citizens will be allowed to legalize their existing illegal structures, but a strict zero-tolerance approach will be taken against new illegal constructions,” the statement emphasized.
It has been noted that a satellite imaging contract is underway which will identify all illegal modifications across Montenegro, and penalties will be applied uniformly in accordance with the law.
“This legislation concludes years of chaos—an organized system that promotes planned, responsible, and lawful construction is now being implemented,” stated the Ministry.
