A Slim Biography of a Thinner Staff Sparks Personal Frustration

The brief background of a rather unremarkable staff member – a municipal advisor and former presidential candidate – has become a source of personal annoyance, stated Maksim Vulinić, a board member of the state-owned Montenegrin Electricity Market Operator (COTEE).

This comment was made on the social media platform X in response to a statement released yesterday by Mladen Bojanić, one of the contenders for the position of executive director at COTEE.

“With a political and professional history that lacks significant impact, Bojanić is now directing criticisms at others to mask his own shortcomings,” noted Vučinić.

Bojanić made a post yesterday on the social network Iks: “Moral failure, political and financial corruption among members of the COTEE Board of Directors, misuse of official authority, incompetence, and disparagement of colleagues by the party official Mersudin – all of this is under scrutiny today.”

“Yesterday, Maksim, Đorđe, and Nermin compromised their integrity for Mersudin, Admir, and Ervin for a mere handful of euros. Today, the integrity of Milojko, Aleksa, Budimir, Milun, Niko, Dragoslav, Maraš, Slaven, Vladimir is already being questioned… Furthermore, women’s solidarity and fairness will be tested. We will see if the ministers are up to the challenge,” Bojanić wrote on Iks.

Mersudin Gredić had been serving as head of COTEE since October 2023, but in April, the Labor Inspectorate concluded that his appointment was illegal due to lack of a competitive process. The Board of Directors subsequently dismissed him and appointed him as acting director.

In mid-June, a job vacancy for the executive director of the state-owned energy company was announced. Along with Gredić, candidates included Jelena Marković, a long-standing COTEE employee; Mladen Bojanić, a former Minister of Capital Investments responsible for overseeing the state-owned entity; and Adis Balota, a university professor, electrical engineering doctor, and former assistant minister for information technology. During this hiring process, several COTEE employees reported experiencing mobbing by Gredić.
