Modalities, Procedures, and Guidelines (MPGs) for Monitoring, Reporting, and Verification

The Ministry of Ecology, Sustainable Development and Northern Region development successfully conducted a workshop Presentation of the Modalities, Procedures, and Guidelines (MPGs) for the Monitoring, Reporting, Verification, and Evaluation (MRV-E) System for Climate Change Data, on Tuesday, 8 July 2025, in the amphitheater of the Ministry.

The MPGs were crafted as part of the implementation of the project “Strengthening the Montenegrin Nationally Determined Contribution (NDC) and actions to enhance transparency through the Transparency Capacity Building Initiative (CBIT),” supported financially by the Global Environment Facility (GEF) and technically by the United Nations Development Programme (UNDP).

The aim of the workshop was to outline critical aspects of establishing and improving the MRV-E system concerning mitigation, adaptation, and climate finance, with a particular emphasis on national strategies, legal frameworks, and gender considerations. Participants engaged in constructive dialogue, sharing insights and recommendations for advancing the system’s implementation. Special attention was given to the guidelines developed for this area, which will serve as a basis for transparent and consistent reporting by institutions involved in the MRV system.

The workshop commenced with remarks from Ms. Ivana Grujić, Director of the Directorate for Climate Change and Sustainable Development, who highlighted the significance of the MRV-E system in promoting transparency and institutional collaboration.

Project Manager Ms. Jovana Drobnjak shared the results achieved to date through the implementation of the CBIT project and outlined the key steps necessary to bolster institutional capacities and transparency in climate reporting moving forward.

Attendees were introduced to specific methodological approaches and institutional measures for data collection, processing, and reporting relating to climate change, while focusing on legal challenges and capacity-building requirements across three main areas.

In the session dedicated to mitigation, presentations were made by Prof. Dr. Mira Vukčević, a national expert on mitigation; Ms. Milena Boričić, a legal expert; and Ms. Sanja Elezović, a national expert on gender equality and inclusivity in climate policies. Mr. Đorđije Vulikić, a national expert on adaptation, presented approaches relevant to climate adaptation sectors. In the climate finance segment, Prof. Dr. Gordana Đurović provided an overview of national obligations and possible funding sources through both international and domestic avenues.

The presented MPGs will provide a clearer understanding of climate finance flows and support more precise reporting, aligning with international standards—thereby enhancing transparency and coordination among institutions involved in the MRV-E system.
