Kaja Kallas Announces Review of Serbia-Kosovo Negotiations

European foreign policy chief Kaja Kalas has indicated that she may consider reevaluating the format of the dialogue aimed at normalizing relations between Serbia and Kosovo, acknowledging that she has received criticism regarding the existing approach.
In a discussion with the European Desk, which comprises news agencies from approximately 20 European nations, Kalas revealed plans to consult with the newly appointed special representative for the Kosovo-Serbia dialogue, Peter Sorensen, in March.
“It is evident that normalization of relations is essential for both nations. If they believe they can pursue the European path without normalizing relations, I consider that unfeasible. Additionally, I am hearing discontent with this format, so I am eager to explore ways to make this process more effective,” stated Kalas.
The High Representative of the European Union for Common Foreign and Security Policy confirmed that she had been in discussions with the Serbian Foreign Minister, who reportedly expressed willingness to advance the normalization efforts.
Looking ahead, she mentioned that the establishment of a new government in Kosovo is anticipated, after which the European side will reassess how to move forward in this dialogue process.
Recent developments in the EU have introduced new participants into the dialogue process. Kaja Kalas has assumed the role of European foreign policy chief, which was previously held by Josep Borrell until December 1. In January, Peter Sorensen, a Dane, was appointed as Brussels’ new envoy for the dialogue, succeeding Miroslav Lajčák, whose term ended on January 31.
Throughout the past year, there has been a notable absence of meetings between the leaders of Serbia and Kosovo concerning the dialogue.
Kosovo held elections on February 9, and a new coalition government is likely to be formed in Pristina soon.
It is expected that the European side can anticipate the potential restart of a dialogue process that has been largely stalled since 2023, when the Kosovo and Serbian leaders reached a non-binding agreement regarding the normalization of their relations, provided that elections are not called in Serbia.
So far, neither side has adhered to any of the terms outlined in this agreement.
