New Law on Councilor and MP Elections Expected by End of July

Parliament Speaker Andrija Mandić stated that reforming electoral legislation is among the key responsibilities of the Parliament. He expressed optimism that the Law on the Election of Councilors and Representatives could be enacted by the end of July.

During a meeting with a delegation from the European Parliament (EP) Budget Committee in Podgorica, Mandić highlighted that an impressive 80 percent of Montenegro’s citizens support the goal of joining the European Union (EU), and there is no political party in the Parliament opposed to this ambition.

Mandić announced plans to close all chapters of negotiation by the end of next year, aiming for Montenegro’s readiness for EU membership by 2028.

He emphasized the Parliament’s role in adopting over 300 acts aligned with European legislation.

“Together with the Minister of European Integration, the Parliament intends to mark laws with a blue flag to facilitate quicker and more efficient adoption of the necessary laws to close the chapters,” Mandić noted.

He also stressed the importance of initiating preparations for drafting the Agreement on Montenegro’s Accession to the EU, expressing that support from the EP would be significantly beneficial.

Mandić addressed the issue of organized crime, informing the guests about the prosecution of key individuals within the police and judiciary.

“This is merely the tip of the iceberg, and judicial reforms are essential to address this issue and ensure that all those linked to crime face justice,” the statement added.

Responding to the Budget Committee members’ inquiries, Mandić reiterated that reforming electoral legislation is a critical matter for the Parliament.

“Recently, the parliamentary majority has contemplated the possibility of passing the Law on the Election of Councilors and Representatives by the end of July. This will hinge on discussions with the opposition, but I am confident we can complete this,” Mandić stated.

Johan Van Overtveld, Chairman of the EP Budget Committee, mentioned their visit to Montenegro focuses on three key areas: the implementation of the Reform and Growth Instrument, pre-accession support, and EU-funded projects, as well as Montenegro’s preparations for EU accession.

He commended Montenegro’s progress toward EU membership and the developments achieved over the past year.

“We are counting on you to bring this process to a successful conclusion, and we wish you the best of luck on this journey,” Van Overtveld remarked.
