Zvicer and Lazovic Examine the Collapse of the Former DPS Regime

The leader of the coffee shop Radoje Switzerland remarked that it was unavoidable for the “dustbags” to lose the elections in August 2020, especially when they were not permitted to eliminate enemies of the state.

A month after the parliamentary elections and following the DPS’s end of thirty years in power, he and officer Peter Lazović reflect on Montenegro’s political landscape, concluding that the state has been ineffective and supportive of their adversaries…

Lazović informs him that they are also preparing “for strikes” once the new government is established, sharing that the “traitors from Tuzi” had dined with Dak Davidović at a restaurant, explaining that it was his duty to ensure they stay there forever…

“We are now gearing up for the coups post-formation of this government… Those traitors from Tusi and Dako were out in Troy last night… If it were my decision, I’d have them all trapped in Troy forever, but unfortunately, I’m constrained,” he notes on Sky.

As they deliberate on who could assist the departing regime in retaining power, they also reference the recently arrested former secret agent Duško Golubović. However, the officer dismisses the idea, asserting it’s futile…

“Golub, my brother, has his agenda regarding work… He’s not tied to Z (Zoran Lazović)… When they take their father away, there will be no one left to spare for, then they should be left to their devices,” he claims.

His father, Zoran Lazović, was the assistant director of police combating crime during that time and practically led the Department for Special Operational Support.

The younger Lazović continuously criticized Golubović in conversations on their secured messaging app, claiming he didn’t contribute financially to the policies they backed.

“Brother, the reality is before you, whoever interacts with Z and Tigar (Ranko Ubović) assists others. Only Z and his circle don’t pretend or disclaim each other, and did it cost him anything? Yes, he could have amassed millions like Golub, but Golub only supports children, nada to banks! Just Z and Tigar. Tigar allocates millions for the elections upon Z’s directive, and this Z has an eye on his brother. You know this. It’s not just because he’s my Z, but that’s how it is, people like him are you and Liam, and none others I know! You’ve severed ties with every ally and pulled up the community… and then I feel guilty because others indulge in lavishness,” he messaged half a year prior, in another chat with Zvicer.

The officer, reflecting post-election, predicts that the state will soon lament their absence:

“They’ll be crying over us… With the Special Team… It will be worse for them if we are not around,” he notes on October 29, 2020.

The Swiss leader agrees, stating:

“The state did a poor job; it harmed us more than them, and soon you’ll witness how they’ll handle it,” responds the Kavač clan head.

Lazović elaborates on the difficulties they claim to have faced, even from within their ranks.

“The state did not mount any defense until we engaged… Loved, Enes (Baković), (Veljović) Veljović, etc… and they called us out… But, I know who will never step up,” remarks Lazović.

“They aren’t the state, they’re just dustmen; there’s nothing state-like when they impede us from eliminating the enemies of the people,” Zvicer adds.

He then emphasizes that soon Radomir Boban Bacović will “be around”.

Kavkaz members regarded Baćović as a significant adversary, and they have had numerous discussions on 如何getting rid of him.

The Special State Prosecutor’s Office has recently implicated him in leading a criminal consortium, charged with severe crimes including murder, kidnapping, and international drug trafficking…

“Remember what I said, soon Bobi will be here to mingle with Dak and Amfi,” he comments, referencing Davidović and the now-deceased leader of the Metropolitanate of Montenegro and the Littoral, Amphilochia.

Lazović responds mentioning that Amfilohije’s health is deteriorating, explaining that Daka won’t be moving much and expressing eagerness to see Bobi…

“He’s on a ventilator… It’s critical. If he leaves Montenegro, he won’t have much of a chance to move around… Bobby… don’t worry, he’s cunning. I can’t wait for his arrival,” the officer elaborates, asserting that Amfilohije secured the election for them…

They then shift their focus back to the recent election victors, with Lazović expressing confidence in their timeline for finalizing their intentions before the next set arrives.

“You know, they might not form a government immediately, but even if they do, Milas mentioned they won’t manage over six months. In six months, they won’t even replace our people… I just need to pull Dak away from them, and that’s that,” remarked the officer in a text dated October 31, 2020.

“He’s moving around… He believed he left a legacy to support the new prime minister through Amfi,” he adds.

The government led by Zdravko Krivokapić was elected on December 4, 2020, receiving majority support in the Parliament of Montenegro.

Assistant Directors of the Police Directorate Zoran Lazović and Enes Baković were substituted in early March 2021.

Petar Lazović was detained on July 18, 2022, upon the orders of the Special State Prosecutor’s Office (SDT), under suspicion of aligning the police service with the interests of the Kavač clan.

They take a million and keep barking

Vijesti previously reported on communications where Kavač clan members discussed bribing an MP to retain the DPS in authority.

Zvicer then inquired what would occur if one of the MPs went missing, hinting that the prior opposition had one more MP than the former regime.

“If accessing this opposition is off-limits, can we buy someone?” Lazović asked Zvicer during that exchange.

The coffee shop leader said he hadn’t considered it: “I hadn’t thought about that at all.” How many need to be bought?” asked Zvicer.

Lazović explained that one or two would suffice.

“They’ll take a million or so and get a headache; we all protect them afterward, and they can continue barking like the opposition,” said Lazović.

Switzerland, however, persisted in asking how many deputies would be necessary for such an endeavor.

“One will do, but two are safer. Come on, give it a shot,” replied the officer.

Zvicer then expressed interest in which parliamentarians hailed from Kotor, asking the officer for a list of MPs…

Arrested, not made friends

The Special State Prosecutor’s Office accuses Lazović of working for the Kavčani organized crime group while serving with the National Security Agency and temporarily assigned to the Police Department for the Fight against Organized Crime and Corruption.

In early January, they filed charges against him, the fugitive police officer Ljubo Milović, Radoj Zvicer, Slobodan Kašćelan, Radoj Živković, Nikola Spasojević, Milan Vujotić, Duško Roganović, Radovan Mujović, Radovan Pantović, and Nikša Perović.

According to the indictment, this criminal group was established in the latter half of 2020 and operated not only in Montenegro but also across South America, Africa, Europe, and Australia. The defendants face charges for various serious crimes, including severe murders, attempted murders, drug, weapon, and cigarette smuggling, along with abuse of power.

Lazović appears in several other SDT cases, all linked to the Kavčani organized crime group. During his defense presentation, he rejected any wrongdoing, asserting that he arrested clan members instead of befriending them.
