Možura case must be fully clarified

The Možura Case Must Be Investigated Thoroughly

During his official visit to Malta, Deputy Prime Minister for Political System, Justice, and Anti-Corruption Momo Koprivica met with the Attorney General of Malta, Victoria Buttigieg.

A key focus of their discussions was the collaboration between Montenegro and Malta in combating international corruption. Deputy Prime Minister Koprivica highlighted the necessity of addressing the Možura case, which is not only associated with high-level corruption but also with the murder of investigative journalist Daphne Caruana Galizia.

The obligation to uncover both the crime and the corruption arises not just from the resolutions of the European Parliament, but also from the essential need to foster a healthy society where any assault on life, freedom of expression, and journalistic work is condemned. The Government of Montenegro will take all necessary actions — respecting judicial independence — to ensure complete transparency regarding the Možura affair and the murder of the courageous journalist Daphne Caruana Galizia. The killing of a journalist is not just a personal crime; it is an attack on society as a whole. Our response must be one of truth and justice, without compromise, Koprivica asserted.

Both parties agreed on the necessity to enhance collaboration between their respective institutions and to establish concrete mechanisms for the effective exchange of information and actions against corruption and organized crime.

Deputy Prime Minister Koprivica also informed Attorney General Buttigieg about the ongoing reforms in Montenegro’s justice sector and the Government’s initiatives aimed at accelerating European integration and reinforcing legal certainty. Attorney General Buttigieg, in response, shared Malta’s measures designed to enhance the independence of the prosecution and improve the efficiency of handling corruption-related cases.

In a meeting with the Minister for Justice of Malta, Jonathan Attard, the two officials exchanged their experiences regarding the implementation of European standards and Venice Commission recommendations concerning judicial reforms in both nations. Deputy Prime Minister Koprivica expressed his appreciation for Malta’s continuous support for Montenegro in its EU integration journey.

While in Malta, Deputy Prime Minister Koprivica also met with Matthew Caruana Galizia, investigative journalist and son of the slain journalist Daphne Caruana Galizia. During this meeting, he reaffirmed Montenegro’s strong commitment to actively contribute to uncovering all circumstances surrounding this case. Mr. Caruana Galizia thanked Deputy Prime Minister Koprivica for his support and expressed his readiness to assist through the sharing of relevant information and data.

In addition to meetings with Malta’s high-ranking government officials, Deputy Prime Minister Koprivica also held discussions with Charles Deguara, Auditor General of the National Audit Office, Joseph Azzopardi, Honorary President of the Supreme Court and Commissioner for Standards in Public Life, as well as with leaders of the Permanent Commission Against Corruption, the Financial Intelligence Analysis Unit, and the Economic Crime Unit.
