The Government’s Strategic Approach: Treating Spatial Planning as a Means of Political Survival

The Montenegrin Government is committed to viewing spatial planning not merely as a technical document, but as a strategy for political survival, stated Slaven Radunović, the Minister of Spatial Planning, Urbanism and State Property.
Radunović is attending the “Global Transport Connectivity Forum” in Istanbul at the invitation of Turkey’s President Recep Tayyip Erdogan and Minister of Transport Abdulkadir Uraloglu.
According to the Ministry of Spatial Planning, Urbanism and State Property, the Forum was inaugurated by Erdogan and features participation from over 50 ministers across various European nations.
Radunović addressed the introductory panel on “Strategic Connectivity for a Resilient Europe”.
He reiterated that the Montenegrin Government aims to consider spatial planning as a political survival mechanism rather than just a technical document.
In his statement, Radunović highlighted that the newly adopted state spatial plan, effective until 2040, is grounded in principles of sustainability, resilience, and inclusiveness.
“Montenegro’s objective is to develop cities not as isolated systems, but as centers of connectivity where people, knowledge, commerce, and infrastructure converge,” concluded Radunović.
The statement further noted that the Forum’s agenda mirrors the collective recognition of the community to optimize the potential of global transport corridors through continued development.
