Complaint to Felten Regarding House Tender on Bojana

Members of the “Ada Bojana” association, alongside several German citizens who lost their waterfront properties during the tender conducted by the Public Company for Coastal Zone Management, are set to meet with German Ambassador to Montenegro Peter Felten on Monday to discuss the details of what they describe as a suspicious and opaque public tender process.

This confirmation came from the “Ada Bojana” association, whose representatives met yesterday with the mayor of Ulcinj Municipality, Genci Nimanbegu.

According to the association’s president, Arben Hodzic, during the meeting with Nimanbegu, they agreed to form a team that would monitor developments and collaborate with government institutions to explore options for returning the properties to their former users, specifically the homeowners.

In response to the “Ada Bojana” association’s stance, Coastal Property acknowledged their call for an urgent review of the entire tender documentation and encouraged the association to report any individuals they deem suspicious to the judicial authorities.

As per the association’s insights, around 35 property owners lost their locations in the Coastal Zone tender, with seven of them being German nationals.

The association highlights that on Wednesday, June 11, they also held a meeting with previous property owners and fishermen from Ada Bojana, whose homes were included in the public leasing tender organized by “Morsko dobro”.

“During the meeting, all attendees expressed collective concern and agreement that the state failed to protect the original owners, even though it was they who constructed the buildings on these locations, which significantly exceed the land’s intrinsic value,” the association articulated in a letter submitted to “Vijesti”, signed by Hodžić.

Furthermore, it was emphasized that many of the seized properties belonged to traditional fishermen, a situation regarded as both a personal tragedy for the families involved, and a scenario with long-standing detrimental effects on the local community and the cultural identity of Ulcinj and Montenegro at large.

“Equally concerning is the fact that many of the new tenants are foreign nationals, primarily from Germany, who sought tranquility and natural beauty in Ada Bojana but now face issues due to conflicts with new tenants, who appear solely focused on quick profits through reselling and subleasing the locations,” the letter states.

The association resolutely denounces such practices and urges relevant authorities, particularly the Maritime Department and the Ministry of Spatial Planning, Urbanism and State Property, to promptly scrutinize the entire tender procedure, as well as the role of individuals allegedly engaged in these transactions for financial gain.

“Such occurrences cast doubt on the legitimacy and transparency of the proceedings, jeopardizing the essential principles of fairness, legality, and social responsibility. The reality that fishermen and homeowners have been deprived of their properties, which they have built and maintained over the years, necessitates an immediate response from all institutional entities. The “Ada Bojana” association is committed to employing all available legal and institutional measures to safeguard its members and all affected parties,” the letter states.

A gathering of all German citizens has been scheduled for tonight at a restaurant on Bojana, to protest the loss of properties experienced by their compatriots due to a tender they claim is dubious and non-transparent.

“They plan to contribute funds to assist the injured parties with their legal expenses,” they noted.

Hodžić mentioned that another tender for 170 houses located on the left bank of the right arm of the Bojana River, managed by HTP “Ulcinjska rivijera”, is set to be announced at the beginning of July.

The director of that HTP, Mila, recently stated that an agreement was reached with the Coastal Zone for locations from the bridge to the mouth of the Ada River to fall under the purview of “Ulcinj Riviera”.
