Cement factory near Spuž seeks environmental approval

A public discussion is scheduled for tomorrow at 10 AM at the Danilovgrad Municipality building regarding the environmental impact assessment for the new “Mondal Industrija” factory, located in Podglavice near Spuž.

The proposed facility will produce powdered materials (including machine mortar and adhesive), vibro-pressed concrete elements, and process non-hazardous ash waste. This plant will be situated on the site of an old lime kiln where “Mondal” operates manufacturing plants for construction materials. The factory is owned by Turkish investors.

The study indicates that the nearest residential area is 200 meters from the proposed plant. Measurements show that pollution from the new facility will stay within permissible limits, and the anticipated activities will not significantly impact the environment. While the plant is in the third protection zone of the Zeta River Nature Park, construction is allowed in that area with proper protective measures.

A group of local residents contacted “Vijesti” expressing concern that an existing cement production facility at this location is not referenced in the Study, leading them to suspect an attempt to legalize it retroactively by acquiring an environmental permit.

“Last year, a cement production facility was constructed that isn’t mentioned in the documents, which we believe may have been built illegally—without an Environmental Impact Assessment Study and potentially without the necessary permits for cement production. We submitted a request for an inspection to assess the situation on-site last week,” locals conveyed to Vijesti.

Residents note that since November of last year, “Mondal” has been selling cement produced at this site, with certificates indicating it contains ash. They seek clarification from authorities on the legality of the plant and the environmental safety of the production process.

The Study specifically discusses the production of powdered substances and mentions a large filter system that will be implemented at the facility.

“Estimating and calculating emissions of cement dust and ash can only be conducted based on emissions from the filter atop the silo or from exhaust during silo filling with cement and ash from trucks. As per current European standards, maximum dust concentration in air from the silo can reach up to 20 mg/m3. The filters designated for the silos are expected to maintain air quality with dust content below 20 mg/Nm3,” the study clarifies.

Residents have compiled 27 comments addressing the Study. They express skepticism about the viability of this production within the Nature Park zone, highlighting the absence of graphical representations and cross-sections in the project documentation. They assert that the technical requirements and project documentation informing the Study are not provided. Furthermore, they believe that the technical wastewater will flow into septic tanks and that the waste management plan is inadequately defined, among other concerns. They are urging the Environmental Protection Agency not to issue an environmental permit.
