Bosnia and Herzegovina’s Prime Minister Declines Dodik’s Invitation for Talks on Restoring Original Dayton Agreement.

Federation Prime Minister Nermin Nikšić (SDP) has declined an invitation from Republika Srpska (RS) President Milorad Dodik to discuss the letter’s proposal for a return to the original Dayton Agreement.

Nikšić expressed, “I am not willing to engage in any negotiations or pursue any political cooperation with the institutions of Republika Srpska until all forms of unconstitutional, anti-Dayton, and anti-state activities are halted and revoked.” This statement was included in a written response to both Dodik and RS Prime Minister Radovan Višković, which was shared by Sarajevo media outlets.

He emphasized that this condition includes “the repeal and nullification of all unconstitutional acts proposed by the Government, as well as those adopted or to be adopted by the National Assembly of the RS or other entities, which undermine the jurisdiction and authority of state organs and institutions defined by the General Framework Agreement for Peace in BiH.”

Nikšić clarified that discussions regarding matters within the jurisdiction of Bosnia and Herzegovina could only take place in the state’s institutions or, when addressing political issues related to parliamentary majorities and state priorities, in a format involving the participation of state-level parliamentary party presidents or representatives.

The National Assembly of Republika Srpska has recently enacted a law that prohibits the activities of the Court and Prosecutor’s Office of Bosnia and Herzegovina, along with the Investigation and Protection Agency of Bosnia and Herzegovina (SIPA) and the High Judicial and Prosecutorial Council (HJPC) within the territory of Republika Srpska.

In today’s announcement, Dodik revealed plans to adopt a new Constitution for the RS, aimed at reverting the BiH entity to its original Dayton framework.
