One Million Euros Allocated for New Highway Route

The Transport Administration has initiated a tender valued at nearly one million euros for creating technical documentation for a new highway stretching 15 kilometers from Pošćenje to Brezna. This new route will traverse the boundaries of Šavnik and Plužine municipalities, connecting the Jasenovo Polje-Plužine road with the Šavnik-Žabljak section.

The bidding process for this project will remain open until July 10th, with an estimated worth of 992,000 euros. The chosen contractor will have a period of two years to finalize the project.

According to the project documentation, the Pljevlja-Žabljak-Šavnik-Nikšić highway represents another significant route for north-south travel. The Jasenovo Polje-Šavnik route is notably busy and characterized by numerous curves and serpentines. Consequently, the plan focuses on a more efficient Pošćenje-Brezna road that would reduce the existing distance by 15 kilometers. The tender encompasses the conceptual design, preliminary design, and main design phases.

This initiative is about constructing an entirely new highway that will connect with the existing roads in Petnjica and Brezna.

“The goal of creating a conceptual design and project is to identify, from an economic, functional, and technical perspective, as well as to meet environmental protection standards, the most optimal route. This includes considerations for retaining or cladding walls, viaducts, overpasses, underpasses, tunnels, construction methods, characteristics, and estimated project costs. During the conceptual design phase, three route variants must be evaluated. Post-approval of the conceptual design, it will evolve further into a more detailed design. In this phase, at least two alternatives must be explored to pinpoint the most optimal micro-location for the route,” the documentation explains.

Eligible to apply for this tender are companies that have previously designed main projects for new highways, expressways, main roads, or regional roads of at least five kilometers. For bridge construction projects, candidates must have experience designing new road, railway bridges, or viaducts with spans of no less than 50 meters. The same criteria apply to tunnels, which must be designed by firms with experience on tunnels over 200 meters in length.

Urban planning and technical requirements for the project were issued by the Ministry of Sustainable Development and Tourism in October 2019. In April 2022, the Environmental Protection Agency noted that an environmental impact assessment study would be necessary since tunnels, viaducts, and bridges are integral to the project.
