The Law on the Labor Fund restores hope and provides security to many families

The Labor Fund Act Offers Hope and Security to Numerous Families

Yesterday, the Parliament unanimously passed the Law on the Labor Fund, which ensures that the state takes on the responsibility of safeguarding justice for workers whose pension and disability insurance contributions have not been paid due to the bankruptcy or closure of their previous employers.

This announcement was made by Socialist People’s Party (SNP) MPs Slađana Kaluđerović and Bogdan Božović, who jointly introduced the bill.

As they outlined, the state will cover the contributions via the Labor Fund only for the missing years required for employees to earn their pension rights.

“This is not a gift; it’s the restitution of what belongs to the workers—dignity and security in their later years. Individuals who have dedicated their lives to this country for decades must not face the injustices of the system and the negligence of prior governments. The state must act as a proactive protector of its citizens’ rights,” stated MP Kaluđerović.

She emphasized that this legislation sends a strong message that no one will be overlooked, insisting that workers who have “built this nation for decades” deserve to retire “without facing barriers that are not their fault.”

“Our duty is to correct the injustices and affirm that the social contract is inviolable. A pension is not merely a personal entitlement but a social obligation—the state will not permit workers to age in poverty due to circumstances beyond their control,” remarked Božović.

They expressed appreciation to the organizations that provided professional input in drafting the law, including the Ministry of Labor and Social Welfare, the Labor Fund, the Central Bank, and the Tax Administration, noting that their collaboration and efficiency were crucial in this endeavor.

“This law represents social solidarity and maturity—it prevents potential abuses, imposes no additional financial burden on the budget, and targets those who need assistance the most. It is legislation that restores hope and offers security to numerous families in Montenegro,” the statement concludes.
