Golubović’s Arrest: A Key Element of a Larger, More Strategic Initiative

The apprehension of Duško Golubović, a former high-ranking official of the police and National Security Agency (ANB), along with the ongoing purge in the security sector, clearly illustrates that the battle against organized crime and any illicit influences is both systemic and relentless, according to a joint statement by Deputy Prime Minister Aleksa Bečić and Minister of Interior Danilo Šaranović.

They emphasize that no position, rank, or official identity can serve as protection from accountability and the law.

“The arrest of Duško Golubović is part of a comprehensive effort to ensure that Montenegro, for the first time in its contemporary history, maintains a security sector that is entirely loyal to the state and its citizens, rather than to interest groups or criminal organizations. Over 100 officers have been suspended or arrested, various investigations have been initiated, and the connections within the security sector have been dismantled. Mechanisms that previously protected clans have been broken down, and thorough integrity checks of police officers and their assets have begun—these results do not come without significant resistance.”

They further assert that “we recognize the heightened attacks on the security sector coming from political and parapolitical groups associated with the former political and criminal power centers.”

“What troubles them is not merely the truth but the fact that their presence within the system is diminishing. This is an institutional battle, fought on the grounds of law and justice, not politics. It will persist until every remnant of crime is eradicated from the institutions. Our services now only serve the state of Montenegro and its citizens. Anyone attempting to obstruct this—through attacks, pressure, or manipulation—should understand: the truth is not defended by attacking the security sector. It is upheld through hard work, and we are committed to that work. We are fighting against those who have undermined the system internally. We stand in solidarity with every honest police officer, civil servant, and citizen. We will not take a single step back in this fight,” reads the joint statement by Bečić and Šaranović.
