Every second driver tested positive for drugs

The Police Department informed Vijesti that every second driver tested for psychoactive substances was found positive for drugs.

According to the department’s reports, from January 1 to March 31, 2025, the traffic police checked 40,102 drivers for alcohol, while 630 were tested for psychoactive substances.

“During this time frame, officers confirmed alcohol presence in 2,138 drivers, and psychoactive substances in 312 drivers… Cannabis and cocaine were the most frequently detected psychoactive drugs among drivers,” the department reported to the newspaper.

Among those penalized for these offenses (alcohol and PAS), the police noted that 321 were young and novice drivers.

“More men than women were found committing these violations,” they added.

The Police Directorate highlighted that cannabis and cocaine are the predominant psychoactive substances detected in drivers.

“A total of 886 drivers operating under the influence of alcohol or psychoactive substances were arrested… Among the prosecuted drivers were also repeat offenders… The highest blood alcohol concentration recorded was over 3g/kg,” the institution’s responses stated. Lazar Scepanovic.

1,435 drivers fined for speeding

From January 31 to March 2025, 1,435 drivers were penalized for exceeding speed limits.

The Police Directorate announced that, as in previous years, they will intensify checks on traffic participants during the upcoming tourist season.

“Traffic police measures during summer, when road usage peaks in our country, will encompass both preventive and enforcement actions.”

They noted expectations that, in addition to the presence of traffic patrols, the amendments proposed in the Draft Amendments to the Law on Road Traffic Safety—currently under public discussion—will enhance traffic culture among road users.

“These amendments aim to increase penalties for specific violations, tighten sanctions for repeat offenders of severe traffic violations in the past two years, and impose restrictions on young drivers.”

They reminded that the Draft includes a ban on vehicle usage from 11 p.m. to 6 a.m. for drivers under 21. This decision was made after analyzing traffic accident data, revealing an increase in severe incidents during these hours involving young drivers.

“We believe that prohibiting vehicle use for this age group during these hours serves a greater social interest than the existing limitations for drivers whose jobs involve driving. This legal solution is not novel and is recognized in various European nations. If passed, individuals under 21 will not be permitted to drive from 11 p.m. to 6 a.m., regardless of having any permits or similar documents.”

The police assert that the proposed solutions in the Draft Amendments intend to significantly improve road traffic conditions and heighten awareness of traffic regulation compliance.
