The President of the Parliament of Montenegro and leader of the New Serbian Democracy, Andrija Mandić, asserted that there is a definitive agreement with coalition partners regarding the operation of the executive branch. He claimed that Foreign Minister Ervin Ibrahimović breached these guidelines by voting during a meeting of the Committee of Ministers of the Council of Europe (CoE).

Yesterday, at the Committee of Ministers session, Ibrahimović expressed that Montenegro, as a responsible member state, will continue to advocate for the values of multilateralism along with the strategic objectives and principles of the Council of Europe, emphasizing the need to support the membership of Kosovo in the Council.

Mandić remarked on Facebook that the agreement focuses on “collaborating to achieve a foreign policy priority – Montenegro’s EU membership, and thus we are instituting a moratorium on matters lacking consensus within the parliamentary majority.”

“The government governs Montenegro’s domestic and foreign policy, and the only venue for determining adherence to these principles is through decisions made in government meetings. By voting at the Committee of Ministers meeting, Foreign Affairs Minister Ervin Ibrahimović not only violated these principles but also acted contrary to our agreements. The minister is expected to represent the government’s policy, not his personal views,” Mandić emphasized.

He reiterated that the Government supports Montenegro’s EU accession “rather than catering to the foreign policy ambitions of Albanian politicians from Kosovo and Metohija.”

“Through the unilateral decision to vote at the Council of Europe, without consulting coalition partners or obtaining a decision from the Government, the Minister of Foreign Affairs directly undermined our agreements and the coalition pact, endangering good relations with Serbia and attempting to steer Montenegro off its EU path.”

Mandić anticipates a decisive response from the Government concerning this vote.

“These recent actions contradict the agreements and the signed coalition pact, merely continuing the misguided policies of previous authorities, which were defeated in the elections of 2020 and 2023,” stated Mandić.
