Smugglers’ Aspirations Wiped Out Alongside Seized Tobacco Supplies
The Cabinet’s decision to destroy seized tobacco holds historical significance, as it marks the first time such an extensive quantity has been eliminated in a single operation. Each moment of the destruction will be captured under video surveillance, ensuring that the last hopes of unscrupulous smugglers are extinguished alongside the contraband.
The coordinating body has also approved the Operational Plan, which outlines a comprehensive framework for executing the tobacco destruction process in the Luka Bar Free Zone through every phase. This will ensure safety, efficiency, monitoring, documentation, and more.
As per the Operational Plan, the destruction will utilize state-of-the-art equipment and be conducted in an environmentally sustainable manner. Our commitment to combating smuggling remains steadfast, without compromise or improvisation.
It is crucial to highlight that the seized tobacco could not be sold because it lacked the necessary excise stamp, making it illegal. According to existing legal regulations and the Protocol for Combating Illegal Trade in Tobacco Products, only the State has the authority to destroy it. In this context, the Government chose not to rely on calculations but instead took decisive legal action.
I urge representatives from the NGO sector to engage in monitoring the destruction process from start to finish once it commences. Transparency and credibility are foundational principles, as well as the State’s interest. Throughout this endeavor, we aim to achieve justice, rebuild trust, and safeguard the legitimate market that contributes excise revenue to the state budget.
The destruction was preceded by a highly efficient and credible inventory of seized tobacco, addressing the request from the Special State Prosecutor’s Office for assistance in conducting the investigation, in accordance with the Criminal Procedure Code. This request was neglected prior to the voting in of the 44th Cabinet, which speaks volumes. The inventory involved collaboration with partner services and representatives from the NGO sector.
We are determined to fulfill long-awaited actions that others have either hesitated to undertake or failed to accomplish. This is in line with the expectations of both the domestic and European public, aiming to eradicate all forms and repercussions of tobacco smuggling, which has not only generated vast illegal profits but also undermined institutions.
