Strengthening Montenegro–Austria partnership through development cooperation

Enhancing the Montenegro–Austria Partnership through Collaborative Development Efforts

Deputy Prime Minister for Foreign and European Affairs Filip Ivanović had a meeting today with David Muckenhuber, the Head of the Regional Coordination Office of the Austrian Development Agency (ADA), to review Austria’s ongoing support for Montenegro’s reform efforts, particularly in the context of its EU integration.

Deputy Prime Minister Ivanović conveyed his appreciation for Austria’s enduring support, highlighting that Austria has been one of the most genuine and dependable partners for Montenegro on its EU membership journey. He remarked that the upcoming period is critical for Montenegro’s advancement, especially concerning Chapters 23 and 24, underscoring that support like Austria’s is essential for achieving tangible and measurable outcomes.

The officials discussed the main aspects of the new 2025–2027 Regional Cooperation Strategy of the Austrian Development Agency for the Western Balkans, which emphasizes strengthening the rule of law and public administration, fostering inclusive socio-economic development, and enhancing environmental protection. Muckenhuber reiterated that Montenegro continues to be a significant partner for Austria in the region, stating that future initiatives will focus on institutional strengthening, modernization of the labor market, and improving administrative capacities for enforcing EU policies.

Special emphasis was placed on judicial reform, enhancing anti-corruption mechanisms, and bolstering the accountability and independence of judicial institutions. This conversation also covered international best practices, including vetting mechanisms which are thorough processes for evaluating the integrity and assets of judicial office holders.

Deputy Prime Minister Ivanović also detailed national priorities in the realms of education, vocational training, and youth employment, stressing that these sectors are crucial for sustainable development and enhancing competitiveness. Both parties concurred that cooperation should be further strengthened through initiatives that support job creation, advocate for vocational professions, and facilitate labor market reform.

The meeting wrapped up with a mutual commitment to deepen both political and technical collaboration. Muckenhuber confirmed that the Austrian Development Agency remains dedicated to supporting Montenegro, sharing plans to prepare a joint Cooperation Work Programme through 2026. Deputy Prime Minister Ivanović expressed his confidence that through committed institutional cooperation and proactive engagement, concrete results will be realized to significantly bring Montenegro closer to full EU membership.
