Golubović Dismisses Criminal Charges Without Investigation or Explanation

The NGO “Alternativa” based in Pljevlja has lodged an official complaint with the Prosecutorial Council of Montenegro regarding the actions of the head of the Basic State Prosecutor’s Office (ODT) in Pljevlja, Sanja Golubović. This complaint addresses her repeated dismissal of criminal charges without conducting the necessary investigative actions or providing explanations to the complainant.

This information was released by the NGO Network of the North.

According to the statement, “Alternativa” has highlighted that numerous reports submitted on behalf of citizens, aimed at protecting public interests, have remained unexamined. There have been no proceedings initiated or responses given to justify the prosecutor’s office’s decisions.

“It is particularly concerning that the prosecution frequently rejects reports without considering additional evidence or requesting clarification from the reporter. The complaint mentions specific cases from prior years, including initiatives related to serious security incidents and allegations of misconduct by police and local institutions, which, according to ‘Alternativa’, have never received proper resolution,” said Alija Šljuka, coordinator for the NGO Network of the North.

The “Alternativa” NGO has requested the following from the Prosecutorial Council:

  • Oversight of the actions of the manager and prosecutors in Pljevlja regarding the handling of criminal reports;
  • Review of all reports submitted in the recent past;
  • Implementation of legal measures to ascertain responsibility in cases of misconduct;
  • Evaluation of the legality of the ODT Pljevlja’s actions and potential sanctions for responsible individuals in the event of mistakes.

The NGO “Alternativa” asserts that they are not seeking special privileges, but rather a legal and accountable approach from institutions charged with serving the public and upholding justice.

“They anticipate a swift response from the Prosecutorial Council and an update to the public regarding any steps and outcomes related to this initiative,” stated the NGO Network of the North.
