Press Release from the 81st Cabinet Meeting

The Montenegrin Cabinet convened for its 81st session, overseen by Deputy Prime Minister Aleksa Bečić. The Cabinet approved the Report on the implementation of the Action Plan aimed at fulfilling the recommendations from the European Commission’s Report on Montenegro 2024, scheduled for the first quarter of 2025. Created by the Ministry of European Affairs with input from relevant institutions, this report marks the first quarterly assessment intended to track the progress of obligations arising from Montenegro’s European agenda. With a deadline for all obligations set for the end of 2026, the report acts as an early warning system for any potential delays, allowing for proactive measures to be taken to fulfill commitments. Presented in tabular format, it encourages a proactive stance from ministries and ensures complete accountability in executing EU-related reforms across various policy sectors.

The Cabinet approved the Draft Law on Marine Fisheries. This proposed legislation, which aligns with the European Union’s Common Fisheries Policy, establishes a foundation for the sustainable management of fishery resources. It governs commercial, recreational, and scientific fishing, enhances monitoring of fishing activities, strengthens protections for marine species, and improves mechanisms for the conservation and development of aquatic ecosystems. As part of Montenegro’s EU accession commitments under Chapter 13 – Fisheries, this draft law aims to conserve fish stocks, protect marine environments, and improve living conditions for fishermen. It also tackles illegal fishing and introduces comprehensive regulations without imposing extra costs on citizens or businesses. Furthermore, following EU accession, Montenegro would benefit from funding opportunities via the European Maritime, Fisheries and Aquaculture Fund.

The Cabinet adopted the Draft Law on Aquaculture. This legislation is essential for aligning Montenegro’s legal framework with the EU acquis and facilitating the implementation of support programs in the aquaculture sector. It outlines the licensing processes and fees, identifies locations for aquaculture activities, discusses the introduction of non-native and locally absent species, and includes environmental risk assessments, data management, and market placement for aquaculture products. The law supports scientific research, the creation of a national strategic plan, and the establishment of competent authorities, advisory bodies, and committees concerning non-native species. This draft law is anticipated to significantly bolster the aquaculture sector, enhancing competitiveness and enabling effective regulation and operation for all involved stakeholders. The unified legal framework is particularly crucial given Montenegro’s current lack of comprehensive laws covering both marine and freshwater aquaculture.

The Cabinet approved the Draft Law on Structural Measures and State Aid in Fisheries and Aquaculture. This legislation outlines the methods and conditions for delivering support through structural measures and state aid to beneficiaries within the fisheries and aquaculture sectors. Introducing structural measures is vital for promoting sustainable, competitive, and socially responsible practices in fisheries and aquaculture while fostering the implementation of the EU Common Fisheries Policy and supporting balanced territorial development in areas where these industries operate. This law aligns Montenegro’s legal framework with the EU acquis and facilitates the implementation of support programs in this domain. The draft law also specifies types of state aid based on contributions from national and local budgets, including allocation conditions and the maintenance of necessary records. These legislative proposals are expected to strengthen the fisheries sector and enhance access to financial incentives for stakeholders.
