Montenegro plans from 1. Maja to introduce a new model of working engagement for permanent seasonal

Montenegro Plans to Implement a New Employment Model for Permanent Seasonal Workers Starting May 1st

The Ministry of Labor, Employment and Social Dialogue of Montenegro is set to launch a new model of work engagement starting from May 1st, aimed at simplifying the hiring process for seasonal or occasional workers.

A draft version of the Law on Seasonal and Casual Employment in specific sectors has been proposed, detailing the conditions for such work engagement, along with the rights regarding taxes and contributions, as well as the subsidies available to employers, according to reports from Minе.

News sources indicate that this is not the final iteration of the proposal, and certain elements are expected to be revised before the ultimate submission.

It has been established that taxes and contributions for constant seasonal work and related incentives will be funded through the state budget.

According to the Ministry of Labor, led by Minister Naida Nisic, there are plans to pass this law by the end of January so that seasonal workers are ready by March for the upcoming season.

“The Draft Law on Seasonal Employment is currently undergoing final discussions with social partners. Following this, a public hearing will be conducted, which is essential for refining the law’s text and involving the interested public. The necessity for this regulation arises from Montenegro’s status as a tourist destination, which yields significant economic benefits, particularly in the tourism sector. The goal is to enhance the efficient employment of the domestic workforce during seasonal periods, establish a legislative framework that allows flexibility in this area, and ensure active participation from all relevant institutions in implementing these measures,” stated representatives from the Ministry of Labor.
