Defined Roles of the Ministry of Energy and Mining and the Ministry of Public Works

On April 15, during a telephonic session, the Government revised the Regulation on the Organization and Mode of Work of the State Administration and outlined the duties of two newly established departments: the Ministry of Energy and Mining, and the Ministry of Public Works.
According to the document available on the Government’s website:
“The Ministry of Energy and Mining is responsible for administrative tasks pertaining to: the preparation of regulations in energy, energy efficiency, mining, geology, hydrocarbons, and concessions as assigned to the ministry; overseeing industrial production in sectors related to electricity and gas production, as well as the transmission and distribution of electricity; establishing energy policy, including the dynamics and direction of energy development; implementing policies and overseeing project execution in production, transmission, and distribution of electricity, energy efficiency, and mineral raw materials; performing administrative and professional tasks in energy efficiency and preparing Montenegro’s energy balance; managing the trade of petroleum products; administering the concession system and granting concessions relevant to this ministry; conducting geological explorations and producing hydrocarbons; performing inspection supervision as authorized by law in electric power, energy efficiency, and mining; exercising administrative oversight for the areas falling under the ministry; and fulfilling other assigned tasks.”
The responsibilities of the Ministry of Public Works are detailed as follows:
“The Ministry of Public Works engages in administrative tasks related to: the preparation of regulations governing strategic investments; monitoring investments in relevant areas; supporting investors through the investment process within the ministry’s jurisdiction; collaborating with private and public sector representatives to develop policies that attract investments; organizing and participating in project development as well as monitoring their implementation; conducting preliminary works, studies, and investment programs; providing expert evaluations of documentation for making investment decisions; preparing and assessing strategic investments that serve public interest for Montenegro; planning and overseeing budget-financed strategic investments; facilitating coordination with consumer units in strategic investment planning and execution; collaborating with state bodies on investment issues; and establishing comprehensive records of initiated strategic investments in partnership with other institutions. Furthermore, the ministry will engage in creating unified management software for strategic investments, participating in negotiations and implementation related to international agreements regarding strategic investments; overseeing the technical preparation and control of construction plans and securing necessary permits; advertising and managing procedures for the assignment of tasks related to strategic investments; concluding construction contracts; conducting professional supervision and quality assurance of works; managing financial oversight and audits for projects; conducting public procurement for EU-funded projects; reporting on strategic investments; and other assigned tasks.”
Additionally, the Government’s resolution from April 3 was revised so that the newly appointed Minister of Public Works, Majda Adžović, will represent the Government in Parliament during discussions on the ratification of the Agreement on Cooperation in Tourism and Real Estate Development between Montenegro and the United Arab Emirates, replacing Deputy Prime Minister for International Relations and Minister of Foreign Affairs Ervin Ibrahimović and Secretary General at the Ministry of Foreign Affairs Adis Pepić.
