I believe Montenegro will join the EU by 2028.

Italian Prime Minister Giorgia Meloni stated her belief that Montenegro will join the European Union as its 28th member during Italy’s presidency of the EU in the first half of 2028.
Prime Minister Milojko Spajić is making his first official visit to Italy at her invitation.
During their meeting, both leaders expressed optimism that the best days for Montenegro-Italy cooperation are ahead, noting that collaboration within the EU will further strengthen their overall relationship, as reported by Spajić’s cabinet.
The discussions included joint initiatives, cooperation in infrastructure, defense, and energy, as well as enhancing connectivity and Italy’s support for Montenegro’s European aspirations.
Meloni acknowledged Montenegro’s rightful expectation of becoming the EU’s first new member.
“I have been closely monitoring your efforts and am impressed by your vision and leadership in Montenegro. I’m convinced that by the first half of 2028, during Italy’s EU presidency, Montenegro will achieve membership,” Meloni remarked, according to the statement.
Spajić highlighted Montenegro’s reliance on Italy’s backing for European integration and extensive foreign policy, emphasizing that long-standing good relations can be leveraged in many sectors, with a particular focus on energy. He stressed the importance of advancing the submarine power cable project, specifically the laying of a second core to enhance Montenegro’s connectivity with Italy and the EU.
“Energy presents a developmental opportunity for Montenegro. Therefore, it is vital to implement significant projects in this sector with trusted partners to maximize this potential for mutual benefit,” Spajić stated.
Meloni, according to the announcement, fully supported the continuation of this project.
The meeting also addressed cooperation with non-European partners, particularly highlighting collaboration with the United States and the United Arab Emirates, with which both nations have intergovernmental agreements.
Spajić’s cabinet reported that the Italian Prime Minister underscored the significance of working with “reliable partners from the UAE,” noting that the current times call for trustworthy collaborators.
They agreed that robust maritime links during the summer season and direct air routes lay a strong foundation for enhanced economic exchanges. However, both parties concurred that efforts should be intensified to increase business interactions in this area.
“The parties agreed to organize a Business Forum focusing on energy, transport infrastructure, and defense, paving the way for the signing of an interstate agreement in areas of mutual interest,” the statement noted.
