Kolašin Municipality to Acquire Multiple Plots in Breza Settlement

During the extraordinary session of the Kolašin Municipal Assembly (MA) taking place today, the councilors will discuss the Decision on declaring public interest for expropriating real estate to facilitate road construction in the Breza settlement.
In recent years, multiple luxury hotel constructions have been completed in this Kolašin area, and it is the responsibility of the local administration to provide the necessary communal infrastructure, including the road. Nearly five million euros is set to be allocated for constructing the main road and its accompanying infrastructure. The Municipality intends to expropriate several dozen plots or portions thereof, primarily smaller in size. The Decision does not disclose the exact amount budgeted for this endeavor. According to this year’s budget revision, the expropriation for infrastructure projects is expected to cost citizens over 1.2 million euros.
“To implement the road construction project in the Breza settlement, it is crucial to resolve property and legal relations along the entire route of the road at the intersection with the Street of Heroes of the Battle of Mojkovačke, as well as with Street 1, Street 4, Street 7, and Street 9, in accordance with the conceptual design and guidelines of the Breza DUP. The expropriation study has been prepared by ‘Sami inženjering’ Ltd. This study has been sent to the Real Estate Administration for evaluation, after which the allocated funds for expropriation in the Municipality of Kolašin’s 2025 budget will be deposited into a separate account within the relevant ministry to initiate the expropriation process,” reads the explanatory statement accompanying the Decision.
The Capital Projects Administration signed a contract in February of this year with the company IGP “Fidija”, which will be responsible for the road in Breza. The technical documentation indicates that the project involves “the reconstruction of existing roads and the construction of new access roads (streets and parts of streets within the Breza settlement) in the traffic and infrastructure corridor.” The project is primarily being executed in line with the current DUP pertaining to that section of the city.
According to the documents, the roads are intended to provide access to the urban plots housing a five-star hotel, which is being developed by “Montenegro Luxury Hotels and Resorts” based in Kotor.
In comparison to the 2014 General Urban Development of Kolašin and the Breza DUP adopted three years prior, the road construction does not include a connection to the main road across the Tara River.
“A conceptual design has been crafted to suggest relocating the intersection of the access road and Ulica junaka Mojkovačke bitke to avoid the Tara River. Given that the planned settlement will heavily rely on this intersection, along with one or two additional ones, a roundabout traffic flow has been proposed. This intersection will accommodate bus traffic. Based on the conceptual design, a Decision has been made regarding the location of a local facility of general interest, which alongside the UTU serves as the groundwork for the main project’s development,” states the technical documentation.
The project completion deadline is set for 18 months from the date when the contractor begins work.
