As of April 2025, the legal outcomes of former Minister of Education, Science, Culture and Sports Vesna Bratić’s tenure in the education sector total nearly half a million euros sourced directly from Montenegro’s Budget, according to the Center for Civic Education (CCE).

“Out of approximately 140 directors of educational institutions who were dismissed and initiated disputes, 139 have received final decisions in administrative procedures, with 38 having pursued claims for material damages,” stated CCE, which also shared the information on the Iks social network.

The NGO reported that a total of 392,312.33 euros were disbursed for this purpose, including 119,325.74 euros paid in 2023, 222,043.57 euros in 2024, and 50,943.02 euros by April 2025.

“Additionally, 106,793.92 euros were allocated to members of the Ethics Committee who were unlawfully dismissed. This brings the total expenditure from the state treasury to 499,106.25 euros,” affirmed the CCE.

The NGO pointed out that in 2021, during the period leading up to the amendments to the General Law on Education, they cautioned against approaching dismissals in a “one-size-fits-all” manner, emphasizing that political-ideological revenge could have dire financial and systemic repercussions.

“In December 2022, the CCE lodged a criminal complaint with the Special State Prosecutor’s Office (SDT) against the former Ministry of Education, Science, Culture and Sports leadership for their role in organizing the illegal dismissals of educational institution directors in 2021,” stated the CCE.

They noted that according to the current Minister of Education, Science and Innovation, Anđela Jakšić-Stojanović, the SDT recently requested and received relevant documents from the Ministry of Education, Science and Innovation (MESI).

“How much longer will the SDT take to initiate proceedings regarding the illegal actions that have cost the state hundreds of thousands of euros? And how many similar cases could have been avoided with a prompt response from the SDT?” questioned the CCE.
