The Capital Projects Directorate has appointed the Bijelo Polje-based company “Konstruktor Group” for a contract valued at 14,132,800 euros. This involves the preliminary design and main project for the reconstruction of the Jasikovac road leading to the base settlement of Cmiljača. The 10.5-kilometer road aims to connect the Cmiljača ski center with the Žarski ski resort, operating on a “design and build” basis.

This marks the second tender for the project, originally announced late last year with an estimated value of 16.9 million euros. The initial tender, initiated in November and of the same value, was canceled in mid-December 2024 due to changes required in the tender documentation.

There is still a brief window for appealing the selection of “Konstruktor Group,” whose subcontractors will include “Geotehnika,” “Ding,” and “Liming Projekt.”

The second-place bidder was “Eurozox,” followed by “Indel Engineering.” The companies “Bemax” and “AG UNS Architectural and Construction Institute” were disqualified due to incorrectly completed submissions.

Located 14 kilometers from Bijelo Polje, the Cmiljača ski center is situated in Bjelasica. The Žarski ski resort is located to the northwest on the same mountain, under the jurisdiction of Mojkovac, with work on it commencing in 2020. Plans have been underway to develop and connect these northern locations, with state company “Skijališta Crne Gore” set to manage future ski centers.

The chosen company for the design and execution will have two years and seven months from the contract signing to complete the project, allowing one and a half months for the conceptual design, four months for the main design, and 19 months for execution.

“The aim of creating conceptual solutions is to establish the best position to maintain the existing route, for which the main project was developed by the ‘Republican Institute for Urban Planning and Design.’ Portions of the route were cut and partially completed with road features. The previous project did not address landslides occurred during construction, necessitating special attention in those areas,” the documentation notes.

Emphasis will be placed on road reconstruction, construction of intersections, access roads, and rehabilitation of landslides impacting road infrastructure. The project will also include sidewalks and bicycle paths that must be separated on both sides of the road to enhance the tourist offerings at the Cmiljača mountain center. Furthermore, local lighting along this section will be part of the plan.

The designer is required to submit the Elaboration of simultaneous power and the number of measuring points to obtain the necessary permits from the Montenegrin Electricity Distribution System (CEDIS). The reconstruction project has received urban planning and technical conditions from the Bijelo Polje Secretariat for Construction since 2014.
