We Will Advocate for the Inclusion of Local Community Councils

“We are committed to fighting passionately to ensure that local community councils are consulted on every issue pertaining to their communities. They must no longer be merely a ‘dead letter on paper,’ as has often been the case. The local government will not be able to make any decisions related to a community without the awareness and approval of its council,” stated Mijajlo Mijo Škuletić, a candidate for councilor from the “Probudimo Nikšić – Dragoljub – Dragan Radulović” list.

In a statement released to the media, he expressed his concern over numerous troubling incidents, stating that he has witnessed many of them firsthand as the president of one of the local communities in Nikšić.

“Take, for example, the incident involving the burial of euthanized cows. Without the knowledge or consent of anyone in my local community, an ecological disaster unfolded. Approximately 200-300 diseased cows were disposed of, leading to protests from local residents. These protests were met with arrests and detentions—actions that are unacceptable in a civilized society,” Škuletić remarked.

The candidate from the “Probudimo Nikšić” list criticized the management of the Municipality of Nikšić, highlighting his disappointment at the administration’s “silence” regarding numerous requests submitted previously.

“The Bogetići local community, including my own, submitted 96 formal requests to the Nikšić local administration. Each request was duly recorded. Tragically, our council received a response to only about a dozen. The remaining requests were ignored or disposed of. Such an attitude constitutes humiliation and disrespect for the citizens. Additionally, we have witnessed numerous instances of the local administration’s negligence and arrogance towards local communities,” he stated.

He emphasized that if the “Probudimo Nikšić” list gains a place in government, they will ensure that decisions are made only with the consent of local community councils.

“We have faced many consequences due to poor decisions. A notable example is the tavern in Bogetici, which had operated constantly for over 150 years but was closed. After submitting nine documented requests, along with twenty personal visits to the responsible Ministry, which is the owner of the facility, we were still unable to determine if there was potential to reopen it. Now, the building has been abandoned, looted, and deteriorated—everything of value has been taken. It is located near a school yard and has become a haven for stray dogs that pose a danger to students and visitors to the Ostrog Monastery. It’s important to note that several workers were permanently employed at that tavern, leaving over fifteen families without a source of income. If the tavern had remained operational, the local school today wouldn’t have just fourteen elementary students, but potentially many more, as we are supposedly striving to create job opportunities,” he explained.

He asserted that such neglect must not continue.

“We aim to be a government that serves the interests of all citizens in Nikšić. Regardless of the outcome on April 13th, our list will stand as a serious, determined, and resolute opponent to any acts that disrespects the citizens,” Škuletić concluded.
