Agreement with UAE cannot be changed in the Parliament

Parliament Cannot Alter Agreement with UAE

The Cooperation Agreement in Tourism and Real Estate Development between the Governments of Montenegro and the United Arab Emirates cannot be modified by the Parliament. Instead, the Parliament is set to ratify the pre-existing Agreement, according to Social Democrats (SD) MP Boris Mugoša.

Mugoša shared his thoughts on his X account, addressing the misinformation circulating among the majority, noting that while there have been discussions about potentially revising some aspects of the Agreement through parliamentary dialogue, amendments are not possible.

“This Agreement cannot be altered in Parliament because the Government of Montenegro has already signed it with the UAE. The Parliament will only pass a law to ratify the existing Agreement, which consists of three articles. The first article confirms the Agreement between Montenegro and the UAE, signed on March 28; the second article contains the actual text of the Agreement, and the third states that it will take effect eight days after its publication in the Official Gazette,” Mugoša stated.

Mugoša further clarified that if the Parliament approves the aforementioned law or Agreement, it would take precedence over domestic laws and would be directly enforceable when it contradicts local legislation.
