Digitizing Our Administrative Processes

The Ministry of Public Administration (MPA) has rolled out advanced digital solutions designed to enhance the speed, security, and efficiency of document management, reducing reliance on paper and expediting institutional processes, according to Minister Maraš Dukaj.

Dukaj emphasized that the implementation of these cutting-edge digital tools is paving the way for a modern, efficient, and transparent administration.

He noted that digitalization serves not only to streamline processes but also to promote more transparent and secure electronic business practices aligned with European standards and best practices.

“The MPA is pleased to announce the successful launch of an advanced electronic Document Management System (eDMS), an electronic system for monitoring Government sessions (eSV), and the GovME CA Certification Body, all of which contribute to the full digitalization of administrative processes,” stated Dukaj.

These innovations, he reiterated, facilitate quicker, more secure, and efficient document management while significantly diminishing the reliance on paper-based operations and accelerating institutional workflows.

Dukaj further explained that the GovME CA system allows documents to be signed and verified electronically, ensuring their legal validity and protection of data.

“By integrating the GovME CA system with our eDMS and eSV, we have streamlined the processes of document processing, signing, nomination, consideration, and adoption during Government sessions,” Dukaj said.

He highlighted that digitalization reduces bureaucratic red tape while enhancing productivity.

“The introduction of the eDMS, GovME CA, and eSV systems is propelling the efficiency of the Government of Montenegro and its associated institutions,” Dukaj affirmed.

The Minister mentioned that these systems maintain the integrity of documents from creation to final archiving.

“A document generated within the ministry and digitally signed is seamlessly identical to the one that is automatically filed in the registry of the General Secretariat of the Government and the electronic archive for Government session portals,” Dukaj explained.

This development effectively eliminates the need for paper document exchanges.

“Our digital systems—eDMS, GovME CA, eSV—allow documents to be prepared in an accessible ‘readable’ format, simplifying access to information available on the Government’s website,” Dukaj added.

He stated that every employee plays a crucial role in the process, acting as an essential link in the creation of digital documents.

“Through digitalization, we are not only cutting costs but also protecting the environment! eDMS, GovME CA, eSV contribute to more efficient operations and a more environmentally responsible society,” Dukaj concluded.
