Goran Velimirović, a candidate for judge of the Constitutional Court, stated that the current Judicial Council reflects a compromise between the government and the opposition but is performing effectively.

This was his insight during a hearing at the Constitutional Committee of the Parliament of Montenegro.

Velimirović, a retired lawyer, began his career at the Higher Court in Podgorica as a criminal judge.

In 2008, he left the judiciary to pursue a career in law.

"I initially focused on criminal law, but later expanded into commercial cases and consulting. Throughout my career, I have noted numerous deficiencies in our economic system's organization. I have represented both small and large foreign investors and participated in international arbitration," he mentioned, adding that being appointed as a judge of the Constitutional Court would be the pinnacle of his career.

Velimirović emphasized that society has placed excessive importance on the retirement age of 66 or 67 for judges like Dragana Đuranović. In some countries, there is no such limitation, and since the Constitutional Court can overturn Parliament's decisions, its judges should be selected from distinguished jurists.

The President of the Constitutional Committee, Jelena Božović, noted that some MPs voting on judges are not legal professionals and pointed out that a biography often only tells part of the story, as some judges and prosecutors are currently incarcerated.

Bosniak Party MP Admir Adrović inquired about Velimirović's approach to addressing the backlog of cases and expediting their resolution. He replied that he would prioritize hiring personnel for unfilled associate positions and might consider creating new roles.

Representative of the Europe Now Movement, Jelenka Andrić, asked Velimirović how many years he had until retirement, as well as to assess the judicial situation and outline his strategy for relieving the judicial branch from external pressures.

He responded by stressing the need for stringent criteria in judge selection. While acknowledging that the current Judicial Council results from a government-opposition compromise, he affirmed that it functions well.

MP Bogdan Božović (SNP) questioned the applicability of vetting in the Montenegrin judiciary, to which Velimirović affirmed its feasibility.
