<p>Mladen Tomović, a council member of the Agency for the Prevention of Corruption (ASK), shared with "Vijesti" that discussions and evaluations concerning the Agreement between the Government of Montenegro and the United Arab Emirates (UAE) have been ongoing.</p>
<p>This statement follows the Civic Movement URA's request to ASK for an assessment of the agreement signed between Montenegro and the UAE.</p>
<p>Tomović mentioned, "Apart from external requests from political entities or interested parties, the Agency actively engages in various initiatives to execute its legal responsibilities ex officio. In this light, we have not overlooked the review and assessment of the Agreement with the UAE. Last week, as a Council member, I prompted the acting Director, Dušan Drakić, to have the Agency conduct a proactive analysis of the pertinent general acts, and to initiate proceedings regarding the Bills on the Ratification of the Agreement and other comparable agreements that are slated for review by the Parliament of Montenegro and its MPs."</p>
<p>He expressed his hope that ASK will release its assessments on these general acts promptly, prior to their parliamentary approval.</p>
<p>"I assert that investments are vital for the progress of Montenegro, but the establishment of a robust investment legal framework through the endorsement of general legal acts, such as the discussed Agreement and similar ones, should entail a comprehensive institutional consensus and prior evaluation by relevant authorities to ensure the most suitable legal environment—without potential corruption risks and with full safeguarding of the public interest," Tomović elaborated in his interview with "Vijesti".</p>
<p>He emphasized that while the Government of Montenegro possesses the sovereign authority to develop economic policy and foster conditions for attracting foreign investments, public interest must prevail over any individual investor's private interests. Furthermore, it’s crucial to ensure protection from possible repercussions related to unmet obligations or actions inconsistent with contractual terms.</p>
<p>"Moreover, to safeguard state interests in the event of disputes, it is imperative to define the procedures through international arbitration, in addition to maintaining diplomatic relations between the two nations," Tomović concluded.</p>
