The trial of Zvicer, Lazović, and Milović has been delayed due to the merging of cases.

The commencement of the trial for the defendants Radoje Zvicer, Petar Lazović, Ljubo Milović, and others has been rescheduled to April 22nd at the Higher Court in Podgorica.

The main trial was postponed due to the merging of this case with the case against Petar Mujović, who is accused of conspiracy to murder Jovan Vukotić.

Defense attorney Nikola Martinović, representing Lazović, requested the court to combine the proceedings with those involving Milo Božović and others. This motion was contested by the Special State Prosecutor’s Office.

Martinović claimed the indictment consolidations are manipulated to favor the SDT.

“The well-known case of prosecutor Saša Čađenović demonstrates how indictments have been shuffled to serve the prosecution’s interests. This defense believes the court does not exhibit equitable treatment towards both the prosecution and the defendants. The coordinated actions between the SDT and the court suggest a bias in decision-making favoring the SDT at the expense of the defendants,” emphasized Martinović.

He urged the court to clarify the domestic procedural act equivalent to SKY. Special Prosecutor Zoran Vučinić stated he would address that at the appropriate procedural moment.

Martinović highlighted that the SDT has kept Petar Lazović in a state of uncertainty for three years, infringing upon his fundamental human rights by withholding clarity on the evidence and legal nature of the charges against him.

Lawyer Dragan Mitrić pointed out that both the court and the SDT are illegally infringing on the rights of the accused by issuing numerous indictments based on similar or identical allegations against a single criminal organization.

Alongside Zvicer, Milović, and Lazović, the accused include Radoje Živković, Nikola Spasojević, Slobodan Kašćelan, Milan Vujotic, Duško Roganović, Radovan Mujović, Radovan Pantović, and Nikša Perović.

Lazović, Milović, Kašćelan, Radovan Mujović, Pantović, and Perović face charges related to the criminal organization led by Kotor resident Radoje Zvicer, including Ljubo Milović, Radoje Živković, Nikola Spasojević, and Duško Roganović.

The indictment alleges that this criminal organization was established in the latter half of 2020 and operated not only in Montenegro but also in South America, Africa, Europe, and Australia. The arrests followed media reports regarding Lazović’s suspected criminal engagements. During this period, the “SKY” communication platform reportedly linked Lazović to the Kavčani.

During the second half of 2020, Radoje Zvicer is accused of organizing a criminal group composed of defendants: Milović Ljubo, Lazović Petar, Živković Radoje, Spasojević Nikola, Kašćelan Slobodan, Vujotić Milan, Roganović Duško, Mujović Radovan, Pantović Radovan, Perović Nikša, and others, with the goal of committing offenses punishable by four years or a stricter sentence, aiming for illegal gains and power. Every member had a designated role, and the organization was set to operate indefinitely across borders, employing strict internal control and discipline, along with the readiness to use violence and intimidation. This involved recruiting Milović Ljubo, Lazović Petra, and Živković Radoja as members of the organization along with Spasojević Nikola, Kašćelan Slobodan, Vujotić Milan, Roganović Duško, Mujović Radovan, Pantović Radovan, and Perović Nikša for executing various criminal acts, including but not limited to the unauthorized production, possession, and distribution of narcotic drugs, illegal possession of firearms, smuggling, abuse of power, and money laundering. Zvicer Radoje acted as the organizer, delegating tasks and strategizing the execution of the criminal plan while managing the financial aspects and overseeing the members’ actions.
