Ulcinj residents protest over dug-up streets

Residents of Ulcinj are increasingly voicing their concerns about the dug-up and unpaved streets in various areas of the city due to the ongoing water supply and wastewater disposal project.

In Nova Mahala, some residents have announced plans for a protest, and those living along Hafiz Ali Ulqinaku Street, near Velika Plaza, also share their frustration.

The owner of the café “Porto Bottega,” Ognjen Vukcevic, stated that work has been ongoing since October next to the annex of the former “Lido” hotel on Velika Plaza, yet the contractors have yet to pave the excavated areas.

“There are holes and puddles everywhere when it rains. We understand that other locals are facing similar issues, and I urge that we be enabled to live and work normally as soon as possible,” said Vukčević in an interview with “Vijesti”.

The Secretary for Investments in the Municipality, Minir Karamanaga, announced that the delay in asphalting works was due to adverse weather conditions, with a priority on paving the streets in the city center.

“Preparatory work for asphalting the street from Kružni tok through Nova Mahala, and the central city street from Prva Banka towards Pristan, will commence early next week. Concurrently, efforts will start to unblock the street adjacent to ‘Boško Strugar’ Elementary School,” Karamanaga clarified.

Regarding the road from the “Otrant” hotel to Štoj, he mentioned that it would be paved at a later date.

Two years ago, the Secretariat for Investments signed an advance payment agreement with the contractor MPP “Jedinstvo Sevojno,” alongside the designer and supervisor “Hidrofil” and Vodacom, signaling the start of the €20 million water supply and wastewater project.

The Municipality of Ulcinj obtained a loan of €20 million from the German Development Bank (KfW) through the Government in 2015, with an annex to the contract established two years later. The grace period ended in 2022, and since then, the Municipality is required to make semi-annual payments of €900,000.

The contract for the reconstruction and modernization of the Ulcinj water supply and sewage network was signed with the highest bidder, MPP “Jedinstvo Sevojno,” in July 2022.

The then-President of the Municipality, Omer Bajraktari, stated that this is the largest infrastructure project in Ulcinj in the past 40 years, creating conditions for the cleaning of the Port Milena channel and paving the way for significant tourism investments on Velika Plaza.

This project includes not only the construction of a water supply network in areas currently lacking it but also the replacement of outdated asbestos pipes with new, environmentally friendly alternatives…
