Montenegro remains dedicated to the principle of European Union (EU) enlargement based on merit and anticipates that, despite geopolitical challenges, the Union will maintain its focus on enlargement policy, stated Deputy Prime Minister for Foreign and European Affairs Filip Ivanović.

He expressed these views at the ninth Budapest Balkan Forum, organized by the Hungarian Institute of International Affairs (HIIA).

According to Ivanovic’s office, the forum brought together high-level political officials, experts, diplomats, and representatives of international organizations from Europe and beyond to discuss critical political, economic, and security matters affecting the Balkans and Southeast Europe.

During the roundtable titled “Introductory Discussion on the Achievements of the Hungarian Presidency of the EU,” Ivanovic extended his gratitude to Hungary for its ongoing support of Montenegro’s European integration process.

He emphasized that EU membership is Montenegro’s strategic objective, and the backing of member states like Hungary is crucial to achieving this aim.

“Ivanović highlighted the significance of regional cooperation and stability, stressing that collaborative efforts in enhancing economic and security dimensions are vital for the region’s overall prosperity,” the statement noted.

He remarked that, due to dedicated reform efforts and substantial support from Hungary for its enlargement policy, Montenegro successfully closed three negotiation chapters in December of the previous year after seven years of efforts.

“This achievement marks the highlight of an exceptionally fruitful year in which, besides closing chapters and conducting two intergovernmental conferences, notable results were attained — Montenegro received a positive IBAR, joined the SEPA system, and presented an ambitious Reform Agenda,” stated Ivanović.

He underlined that these accomplishments further motivate Montenegro to remain committed to necessary reforms and to maintain a clear internal consensus regarding the country’s European future.

Ivanovic reiterated Montenegro’s commitment to the principle of merit-based enlargement and expressed hope that, despite geopolitical obstacles, the EU will persist in its enlargement policy, which is one of its crucial strategic assets.

“The completion of enlargement would yield numerous benefits not only to the new member states but would also reinforce the credibility and significance of the EU as a geopolitical player. In this context, we anticipate that Montenegro will become the first new EU member state by 2028,” concluded Ivanović.
