Gordana Paović Jeknić Honored by the University of Montenegro
Gordana Paović Jeknić, a full professor at the Faculty of Law at the University of Montenegro (UCG), has been awarded for her exceptional contributions to scientific research and the international standing of the UCG.
The accolade, awarded following the recommendation of the Faculty of Law Council, was presented by Rector Vladimir Božović during a formal session of the Senate at the University of Montenegro.
The University of Montenegro stated that in the past year, Gordana Paović Jeknić has significantly enhanced the institution’s international profile by organizing and moderating the UCG Faculty of Law panel titled “Legal, Ethical and Social Implications of the Application of Artificial Intelligence in Infrastructure Systems.” This panel took place in Belgrade in October 2024 and formed part of the international conference “Critical Infrastructure Systems in the Era of Artificial Intelligence.”
“Through her research and educational roles in international projects, such as the Jean Monnet project and the EMIMI module focused on the tax and budgetary law of the European Union, she has further solidified the University of Montenegro’s reputation within the European academic community. Moreover, as a member of the Ministry of Finance of Montenegro’s Commission for Licensing Tax Advisors, she has been instrumental in developing the tax profession in Montenegro, leading to the establishment of the Chamber of Tax Advisors in 2023,” the announcement details.
Moreover, they highlight that Paović Jeknić prepared the paper “Tax Advisors in Montenegro” for the 2024 Kopaonik School of Natural Law conference. In addition, she published the article “Budgetary Control in Montenegro – 20 Years Since the Establishment of the State Audit Institution” in the journal Pravni zbornik, an important publication for legal theory and practice from the Association of Lawyers of Montenegro. This work holds particular significance as she was a consultant for the German organization GTZ, assisting in founding the State Audit Institution of Montenegro and drafting the initial law governing its establishment; she also served as its first president.
They further note that Gordana Paović Jeknić is a distinguished scholar in the fields of tax and budget law, with extensive experience in teaching, research, and international collaboration.
“Throughout her academic career, she has taught undergraduate and master’s courses in Financial Law and Tax and Budgetary Law of the European Union. She has held the position of Vice-Dean for Education and Finance at the Faculty of Law, was the inaugural President of the Senate of the State Audit Institution of Montenegro, and served on key advisory bodies of both the Parliament and Government of Montenegro concerning constitutional law, budget oversight, and the tax system. She has actively contributed to the formulation of tax laws and budgetary control legislation in collaboration with various international organizations, including UNDP, GTZ, USAID, and the European Bank for Reconstruction and Development (EBRD), and the Westminster Foundation, among others. She has authored numerous scholarly articles published in prestigious journals, co-authored textbooks, and written several monographs. She graduated from the Faculty of Law of the University of Montenegro in 1987 with an average grade of 9.16, during which she received the UCG Student Award and the ’19 December’ Award from the Podgorica Municipal Assembly. She earned her master’s degree from the Faculty of Law, University of Belgrade in 1996, and defended her doctoral thesis ‘Budgetary Control: Yugoslav and Italian Law’ in 1999,” as reported by UCG.
The recognition she has received underscores her enduring contributions to the advancement of scientific research and the international recognition of the University of Montenegro.
