Should We Wait for Someone to Get Hurt?

Following multiple alerts from residents about speeding issues since the reconstruction of Kozaračka Street, an incident occurred two nights ago: a young driver was involved in a minor crash, leading to personal injuries and substantial property damage.
Predrag Martinović, a local resident, shared with “Vijesti” that due to excessive speed, the vehicle “first collided with an electrical cabinet, and then a pedestrian sign.”
“…After that, it struck a tree, which subsequently crashed into the concrete fence of a nearby house, causing serious damage, and several homes were left without electricity. Are we supposed to wait until someone is seriously injured before taking action? Before the reconstruction, police were present in that area for a reason. During their presence, such incidents did not occur. We request their return to restore some sense of safety,” Martinović expressed.
He also highlighted that 28 residents from that street signed a petition for the installation of traffic calming measures, such as speed bumps, which was submitted to the Mayor’s Office in June. Saša Mujović.
As of yesterday, “Vijesti” had not received responses from the Capital City regarding how they plan to address the residents’ concerns.
The initiative, which the editorial team accessed, indicates that reckless driving has become a pressing issue in that part of the city.
Residents pointed out that “it was evident during the installation of the leveling layer that the street would be ideal for racing.”
In June, 28 residents of Kozaračka submitted a request to Mujović’s cabinet to reinstate speed bumps on the street.
“The petitioners primarily focus on a curve located in the middle of the street, where several accidents have occurred in the past without resulting in fatalities. Thus, we are formally requesting the installation of traffic calming bumps,” explained the initiative.
“Vijesti” previously reported that reckless driving in this area is a serious concern, particularly in the evenings.
The Police Directorate stated that as of now, no drivers have been fined for speeding. They also mentioned that they had not received any complaints related to this issue.
“Given that the area was undergoing reconstruction, we have not sanctioned any drivers for Road Traffic Safety Law violations. Officers from the Traffic Safety Police Station of the Podgorica Security Department will, within their authority and available resources, conduct patrols on that street,” they confirmed.
The Capital City’s Traffic Secretariat clarified that the installation of new speed bumps was not included in the reconstruction project for Kozaračka Street.
However, they indicated that they would “evaluate the potential for speed bump installations based on citizens’ appeals.”
“Should our expert team determine the conditions are appropriate for installing these traffic control devices, they will issue a directive to the ‘Putevi’ company to proceed with the installation based on the established technical requirements,” the Secretariat stated.
The reconstruction of Kozaračka Street commenced last December, and the work on this busy thoroughfare was finalized on June 11. The project costs were approximately 940,000 euros…
